Duties Description The Bureau of Habitat, Habitat Protection Section is seeking to fill two Biologist 1 (Ecology);including trainee 1/2 positions to meet legislative mandates for the protection of wetlands under New York's Freshwater Wetlands Act (Article 24 of New York Environmental Conservation Law). Candidates will assist with implementation of freshwater wetlands law and regulations, including assisting with jurisdictional determinations to facilitate permit review and approval associated with housing and other development projects. Incumbents will work as part of a team tasked with four primary responsibilities: 1) develop and execute procedures to remotely delineate wetland areas through Geographic Information System (GIS) analysis of satellite imagery, LIDAR, Digital Elevation Modeling, Landsat, USGS Soils, National Land Cover Data, and other raster and vector data to identify wetlands that meet NYS criteria for jurisdictional protection; 2) develop regulatory guidelines outlining GIS methods used to remotely define and assign wetland classifications according to identifiable wetland functions and benefits; 3) develop and build a Microsoft Access database to catalog and track jurisdictional determinations, wetland mapping and validation actions, and wetland delineations; and 4) assist with rulemaking tasks necessary to implement the new legislative mandates.Occasional travel for meetings and in-field collaboration is necessary for these positions.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
