Addictions Program Specialist 2
The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of the Director of the Bureau of Opioid Treatment and in collaboration with the OASAS Chief of Addiction Medicine/NYS Opioid Treatment Authority (SOTA), the incumbent will work as a team with other Bureau members and be responsible for the following duties to include, but not limited to: • Maintain a list of projects that are expanding the reach of Medication for Opioid Use Disorder, to include updating the tracker monthly for the following projects: Mobile Medication Units (MMU), Medication Units, Comprehensive Outpatient Programs, and other projects as they are developed.• In conjunction with the Chief of Addiction Medicine/SOTA, develop a series of office hours for new prescribers and programs that assist them in learning about the requirements related to the use of MOUD.• Develop a host two Learning Collaboratives a year, with at least one focused on improving service delivery through MMUs.• Assist in updating programmatic guidance as needed and as directed by the SOTA and Bureau Director.• Serve on the Divisions Bedded Services workgroup and develop an expertise in bringing MOUD to residential services, as appropriate. In addition, develop expertise in Part 820 Residential Services, as to serve as a SME downstate.• Work with the Bureau Director and OTP team and develop a schedule for site visits and TA on a yearly basis.• Assist in developing protocol for managing the SOTA mailbox, bringing policy questions to the SOTA, Bureau Director and Associate Commissioner as needed.• Respond to after-hour calls on a rotating basis as part of the bureau team and assist in maintaining a call log.• Manage approvals of OTP waiver exemption requests through the Substance Abuse and Mental Health Services Administration (SAMHSA)/Center for Substance Abuse Treatment (CSAT) Extranet.• Develop an understanding of the contracted vendor for the OTP registry and assist in managing the process. • Other duties and responsibilities as assigned. • Position may require travel up to 30%.
The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Contingent permanent qualifications: Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~ A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders. Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
