About the Role

Campbell Consulting Services, LLC is seeking an Expert Software Architect to support the Electronic Clinical Laboratory Reporting System (ECLRS) project at the New York State Department of Health (DOH) .
The architect will lead technical design and integration efforts to enhance system performance, data exchange, and interoperability between ECLRS, CDESS, and ESSS platforms.

This role requires hands-on leadership in enterprise Java architecture, WebLogic, REST services, and HL7 data integration within a public health environment.

What You’ll Do

• Provide technical guidance to developers throughout the software development lifecycle
• Develop and document high-level system architecture and detailed design specifications
• Design and implement improvements to ECLRS for better performance and scalability
• Build integrations for non-human lab results (e.g., vector surveillance data) into CDESS
• Archive ECLRS databases and design new schemas for urgent care center data ingestion
• Add new drug overdose syndrome functionality to ESSS
• Evaluate and implement compatible software products and frameworks
• Manage code promotions, version control, and deployment across multiple environments
• Supervise assigned developers and ensure adherence to project timelines and coding standards

Must-Have Qualifications

• 84+ months (7+ years) using WebLogic application server
• 84+ months designing complex web applications (RESTful APIs and multi-tier platforms)
• 84+ months in Java SE, JDBC, Java Servlets, JavaScript , and relational database applications
• 84+ months developing in Java-based service-oriented architectures (SOA)
• 84+ months using SQL and object-relational mapping frameworks (ORMs)
• 84+ months in application testing , including test plan design and implementation
• 84+ months experience processing or integrating HL7 messages
• 84+ months designing interfaces to SAS server environments
• Bachelor’s degree in Computer Science, Information Systems, or related field

Nice-to-Haves

• Experience with public health data systems or disease surveillance applications
• Familiarity with ECLRS/CDESS/ESSS or similar NYS DOH systems
• Knowledge of Java EE , Spring Boot , and microservices architecture
• Experience with Oracle or PostgreSQL performance tuning
• Understanding of secure software development (OWASP, DoH security protocols)
