About the Role

The New York State Department of Taxation and Finance (DTF) is modernizing its core tax systems. As part of this transformation, the Expert Software Developer will lead the design, build, and deployment of J2EE-based applications that streamline tax operations and improve service delivery. You’ll guide a team of developers, provide technical mentorship, and ensure high-quality software delivery through all phases of the SDLC.

What You’ll Do

• Gather requirements and produce detailed system documentation for new and enhanced applications.
• Lead development using J2EE, Spring, JSON, JavaScript, and JDBC across multiple tax systems.
• Mentor junior developers and ensure code quality through peer reviews and testing.
• Design, build, and debug applications; perform unit testing and facilitate user testing.
• Support integration and defect resolution during migration to test and production environments.
• Collaborate with NYS ITS and DTF stakeholders through meetings, demos, and written deliverables.

Must-Have Qualifications

• 84+ months experience with J2EE technologies (JDBC, JSP, XML).
• 84+ months experience developing, building, and testing Java EE applications using IDEs (Eclipse, NetBeans, IntelliJ).
• 84+ months experience with Spring or Struts frameworks and Application Servers (Tomcat, JBoss, WebSphere, WebLogic).
• 60+ months experience writing SQL for relational databases (DB2 preferred).
• 60+ months experience transmitting and manipulating JSON data .
• 36+ months experience with messaging technologies (MQ, JMS, Kafka).
• 60+ months in system analysis and design for multi-tiered transactional systems.

Nice-to-Haves

• Experience in state or tax modernization environments.
• Familiarity with XML/XQuery , DB2 , and distributed system design .
• Knowledge of Agile SDLC and CI/CD toolchains.
