: Position Title Enterprise Compliance Risk Assessment Technology Lead Location NY / 1400 Broadway Floor 07 Job Summary Enterprise Compliance has many responsibilities related to managing the bank's risk to ensure adherence with compliance requirements. One of the main responsibilities is to provide continued leadership and implementation of an enterprise-wide compliance culture by supporting and enforcing the bank's established Compliance Management Program (CMP) to ensure compliance with all applicable Federal, State and Government Sponsored Entities, etc. laws, rules, and regulations. This role supports the Head of the Enterprise Compliance Risk Assessment (ECRA) and the ECRA process for Flagstar bank and its affiliates, working with stakeholders in Legal, Enterprise Compliance, Enterprise Risk, Regulatory Compliance Advisors, subject matter experts, as well as Business Unit partners throughout the company. This position is responsible for providing subject matter expertise around the design, development, and maintenance of key frameworks and technologies that support the Enterprise Compliance Risk Assessments and related tools used by Enterprise Compliance personnel to assist the business units in achieving and maintaining compliance with applicable laws and regulations. Key areas of focus include providing technical and systems support and development for the Enterprise Compliance's Archer GRC platform and development of group file sharing platforms for the active administration of program workpapers and deliverables. The role requires regular collaboration with internal and external stakeholders, including Enterprise Risk Management, Information Technology, and other upstream contributors and downstream contributors to the ECRA process. This position will be an integral part of ensuring an effective Compliance Management Program is in place by providing technical support within the Department and will be an integral part of the company's overall risk management strategy. Pay Range: $99,731.70 - $132,144.50 - $197,468.76 Pay Range: Local Minimum Wage - $0.00 - $0.00 Job Responsibilities: JOB RESPONSIBILITIES
  • GRC development and maintenance
    • Work with internal Archer GRC teams on the development and enhancement of the data models and risk assessment modules
    • Collaborate on the production of business and functional requirements documents to establish the risk assessment and regulatory change processes
    • Design and manage Archer-based reporting templates to ensure accurate and complete extraction of data for use in tracking program execution, consolidating and aggregating results, producing management reports, and other reporting requirements as needed
    • Participate in UAT activities as required to ensure proper functionality of system enhancements
    • Produce job aids and technical training documentation to aid the administration of the 1LOD and 2LOD risk assessment processes and related components
    • Maintain and update system access for 1LOD and 2LOD users of the risk assessment processes to ensure GRC system usage aligns with governance expectations
  • Compliance Risk Assessment enhancements
    • Engage with internal and external stakeholders and consultants, as needed, to ensure timely delivery of enhancements
    • Support iterative enhancements to the ECRA process, including adapting the process to cover additional regulators, product areas, or
    • Develop tactical technical solutions (i.e., functional Excel templates) to aid in the efficient administration of the ECRA process while strategic implementations are in development
    • Identify technical improvements to the efficiency and quality of the ECRA process, and implement solutions under the direction of the Head of ECRA
  • Enterprise Compliance Risk Assessment frameworks administration
    • Assist in the maintenance of core Compliance Risk frameworks, including business hierarchies and profiles, risk and control taxonomies, regulatory inventories, and additional data sources as required
    • Collaborate on the completion of risk assessment milestone tasks under in accordance with ongoing ECRA project plans
    • Provide direct support to 1LOD and 2LOD stakeholders on their inputs to the ongoing administration of risk frameworks
    • Participate in 2LOD check and challenge meetings with compliance management
  • Reporting and Administration
    • Organize data and produce reporting materials as needed to support BU-level and board reporting, including the implementation of consistent reporting according to standardized templates
    • Ensure ECRA team workpapers are maintained and support the ECRA department in the administration of workpapers and artifacts for regulatory, audit, and other ongoing monitoring and supervision activities
    • Utilize and enhance central file repositories (i.e, SharePoint) to maintain internal working papers and trackers
  • Analyzes and resolves problems when supporting ECRA stakeholders, including 1LOD and 2LOD contributors and other functions
ADDITIONAL ACCOUNTABILITIES
  • Performs special projects, and additional duties and responsibilities as required.
  • Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.
JOB REQUIREMENTS Required Qualifications:
  • Education level required: Undergraduate Degree (4 years or equivalent) in risk management, information systems, finance, or a related field
  • Minimum experience required: 7+ Years in risk management, compliance, or information technology in support of risk and compliance functions within the banking industry.
  • Extensive experience with Archer GRC platforms, including development, administration, report designs, and enhancements
Job Competencies:
  • Proven track record of GRC or other technology implementations within large organizations, preferably in the banking or financial services sector
  • Strong analytical and problem-solving skills, with the ability to analyze complex issues, develop innovative solutions, and make data-driven decisions
  • Excellent communication, collaboration, and interpersonal skills, with the ability to influence and engage with senior management and stakeholders of all levels through training, workshops, or other ongoing support processes
  • Process optimization and efficiency enhancement capabilities for effective risk management
  • Proficiency in data analysis and deriving meaningful insights for decision-making
  • Occasional domestic travel required to Flagstar locations including Long Island, NY, Troy, MI, and other locations throughout the U.S.
  • Physical demands (ADA): No unusual physical exertion is involved.
