Duties Description Acting as a business partner to our Department's programs, the Human Resources Specialist 1 will provide a full spectrum of personnel management in collaboration designated program areas, including administration of staffing and recruitment, position classification, examination planning, and management of employee probation and leaves of absence; provide technical assistance to programs in the administration and interpretation of Civil Service Law, Rule and policy, as well as agency specific policies and procedures; research and analyze appropriate documentation for a broad range of HR topics, including the potential implications; identify business process improvement opportunities, evaluate alternate strategies or solutions, and develop recommendations and rationale; represent DOH at job fairs and recruitment events across the state.

Minimum Qualifications NY HELPS Non-competitive Minimum Qualifications:- Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. - Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. - Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. *Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.Preferred Qualifications: Strong service-oriented focus and collaboration skills; strong written, interpersonal, and communication skills; ability to work in a fast-paced environment with changing priorities and deadlines; ability to work successfully as part of a team and independently; strong attention to detail; strong computer skills, including experience with Microsoft Excel, Word, SharePoint and Outlook.
