Bronx Asthma Program Director, Bureau of Bronx Neighborhood Health
The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Deputy Commissioner also serves as the Agency's Chief Equity Officer and oversees Race to Justice, the Agency's internal reform effort to help our staff learn what they can do to better address health gaps and improve health outcomes for all New Yorkers. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer.
The Bureau of Bronx Neighborhood works with clinical and community partners to expand access to high-quality, culturally responsive programs that prevent and manage chronic diseases, especially for residents facing the greatest health challenges. The Bureau provides public health and social services, coordinates community events, builds collaborative partnerships, and leads research and evaluation initiatives that drive evidence-based action, close health gaps and advance equity across the Bronx. From diabetes and asthma education to nutrition, food security, newborn safety, and childbirth classes, the Bureau empowers New Yorkers with the knowledge and tools to live healthier lives. The Bureau of Bronx Neighborhood Health seeks to hire an Asthma Program Director who will be responsible for guiding, developing, implementing, and evaluating a multi-pronged asthma program serving the South Bronx. Duties Will Include But Not Be Limited To- Provide oversight and assistance in the design and implementation of evaluation projects including the development of research instruments, materials, and protocols and oversight of data privacy and security.
- Support interpretation of research and evaluation findings and develop programmatic changes in accordance with data findings.
- Oversee asthma program staff and manage all programmatic and operational activities of the Bronx Asthma Program.
- Work with the Executive Director, help to develop and implement a strategic plan for the Bronx Asthma Program.
- Conduct research to identify emerging trends, disparities, and best practices in asthma care and management.
- Design and implement research studies to evaluate the effectiveness of Bronx Asthma Program interventions.
- Analyze data to inform program improvements and policy recommendations.
- Publish findings in peer-reviewed journals and presenting research at conferences to advance knowledge in asthma care and public health.
- Assist with the development of Bronx Asthma Program contract proposals and performance reports to ensure compliance with the agency's requirements, and federal/state/city guidelines.
- Establish quarterly program goals, objectives, and metrics.
- Ensure Bronx Asthma Program grant reports are produced and submitted and manage the post-award process including managing budgets and expenditures.
- Report out on all Bronx Asthma Program activities to agency leadership and colleagues from other City and State agencies.
- Develop and coordinate systems for data collection and management, evaluation, reporting, and communication.
- Collaborate with other agency asthma programs to coordinate and integrate program and services to address community needs.
- Strengthen collaboration with community-based organizations, healthcare organizations, managed care organizations, and government agencies to improve the quality of care and service delivery to children with asthma and their families.
- Represent the bureau and department at local and national meetings.
- Participate in public health emergency response as needed and support the agency in community engagement during an emergency.

- Clinical knowledge of pediatric asthma and current asthma management initiatives
- Experience spearheading and overseeing an IRB-approved protocol, overseeing
management of sensitive data, and ensuring adherence to approved data security
measures.- Demonstrated ability to apply data and research to actionable response including policy
and program efforts.
- Excellent skills in presentation, organization, and written and oral communication.
- Ability to manage and prioritize multiple projects, tasks, and timelines in complex
environments with multiple stakeholders and partners.
- Proven record of working effectively with a diverse work force, program operators, and
various stakeholders.
- Proven track record of applying an equity lens to processes, planning and policies.
- Demonstrated leadership and supervisory abilities.
- Strategic forecasting & effective decision-making capability.
- Program oversight experience, particularly related to chronic disease.
- Proficient with Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.

CITY RESEARCH SCIENTIST - 21744 Minimum Qualifications- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
