Position Summary : The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 2-K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), Family Resource Centers (FRCs), and a call center, which are family facing offices that conduct enrollment transactions and provide community based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.


The Enrollment Research, Analytics, and Policy (ERAP) team manages research and analysis for all admissions processes and other enrollment related processes, and collaborates across the NYCPS to provide data and research support for 2-K through grade 12.


The ERAP 2-K Analyst manages all aspects of research and analytics related to the admissions processes administered by the Office of Student Enrollment (OSE), including 2-K, 3-K, pre kindergarten, kindergarten, gifted and talented programs, middle school, high school, and specialized high school admissions. The Analyst independently leads and executes complex research and analytic work that supports continuous improvement of centrally managed and field based enrollment operations, informs policy decisions, and contributes to internal and external publications and communications. Performs related work.

Responsibilities

Admissions Process Management


  • Manage all operational analytical aspects of the admissions process including application tracking, data collection and management, data cleaning, developing seat and match targets (the number of students that may receive an offer to a school or program) and reporting to schools and other stakeholders, and list noticing students to school registers.
  • Independently design, manage, and execute complex and strategic research and analytic work that informs admissions policy, operational decision making, and continuous improvement of enrollment systems, while coordinating closely with senior leadership, technical teams, and external stakeholders.
  • Develop deep content and systems expertise with MySchools; partner with engineering and product teams to translate admissions policy and operational requirements into technical specifications, identify systemic risks, and guide testing and release readiness across admissions cycles.
  • Report on registers, applicants, seats, demographics, and other admissions and enrollment related areas.
  • Synthesize analytical findings into clear recommendations for OSE senior leadership to support policy and operational decisions.
  • Liaise with colleagues in the Division of Early Childhood and across central offices to implement enrollment and admissions initiatives, resolve data, policy, and operational ambiguities and ensure analytic consistency across systems and stakeholders.
  • Update and build out school directory information, including managing data related aspects of the school directory, and performing research related to what information is most important to support school choice decisions based on conversations with families and community based organizations.
  • Provide timely and appropriate responses to inquiries from other central offices, school support organizations, schools, Community Education Councils (CEC), advocacy organizations, and community stakeholders.

Research Work


  • Represent OSE as a subject matter expert at public meetings, parent forums, and family facing presentations, explaining complex analytic concepts and policy tradeoffs to non technical audiences.
  • Collaborate with external researchers on admissions related projects; critically evaluate research design, analytic methods, and findings, and determine implications for NYCPS admissions policy and practice.
  • Independently help shape and advance the ERAP research agenda by identifying high impact analytic questions, prioritizing work based on policy relevance and operational need, and managing multiple projects through completion.

Project Planning


  • Work within and across central NYCPS offices and organizations to coordinate the implementation of policy directives and procedural initiatives related to enrollment, admissions, eligibility, and equity of access processes, including managing timelines, prioritizing competing demands, and ensuring analytic rigor across initiatives.
  • Develop and implement the team’s research agenda with an eye towards increasing equity in the system, including identifying and compiling data to provide evidence for policy changes.

Qualification Requirements:


Minimum


  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

  • Experience manipulating, organizing, and analyzing large datasets using Stata (preferred), SPSS, SAS, R, Python, or other statistical/data management programming languages.

Preferred


  • Demonstrated experience leading complex analyses from question formulation through presentation to senior leadership.
  • Experience working in highly operational, deadline driven policy environments (e.g., centralized admissions, eligibility systems, public facing programs).
  • Experience developing thoughtful and creative approaches for addressing a wide range of analytic questions.
  • Ability to use independent judgment to design, adapt and modify analyses and programming to the needs of specific projects with limited supervision.
  • Ability to clearly communicate and document technical work, including coding methodology, to audiences with varying degrees of analytical understanding.
  • Ability to translate broad policy guidelines into actionable data requirements and business rules.
  • Ability to think critically, analyze data and notice gaps, and work collaboratively to solve problems.
  • Ability to work on several projects simultaneously.

Salary : $98,160 - $112,883


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
