What is a Director of Estimating and Real Property Services?
The Director of Estimating and Real Property Services (RPS) is responsible for directing and supervising the estimating and real property services departments and ensuring the completion of strategic goals and initiatives. The position reports to the Manager of New Business and Services and is part of the larger Customer Services group. The function will supervise cost engineering and design of electric and gas distribution projects and the acquisition and maintenance of real property easements and rights required for the operation, maintenance and construction of gas and electric system infrastructure. The Director of Estimating and RPS will manage and be responsible for the development of all personnel in the two departments. Associate Director or Director level is commensurate with the candidate’s background and practice.



What does a Director of Estimating and Real Property Services do?

»Plans, schedules, coordinates, and supervises the work assignments of the Real Property Department, District Estimators and contract Estimators

»Manages the preparation of plans, specifications, estimates and work orders for the construction, extension, reinforcement, relocation, retirement and maintenance of gas and electric facilities

»Directs the application and approval of specific agency work permits; collaborates with internal and external stakeholders on large project development and participate in municipal planning review and approvals

»Complies with all applicable laws, codes, construction standards, permits, ethics, environmental regulations and gas operation and maintenance procedures in the application of work permits and the preparation of work and service orders

»Performs easement negotiation, local land use regulatory compliance, and encroachment evaluation

»Manages relationships with the NYS Public Service Commission, NYS Office of Real Property Tax Services and NYS, County and local municipal officials

»Provides timely responses to internal and external stakeholders/customers to ensure the highest levels of communication, collaboration, and customer satisfaction

»Provides consistent, comprehensive training programs for Estimators in progression and for the development and growth of management team members

»Supports and promotes corporate safety initiatives

»Provides appropriate oversight and control in assigned area of responsibility through appropriate use of company assets including management of capital and department budgets

»Provides leadership abilities, develops employees, and drives fulfillment of organizational strategic goals and initiatives

»Responsible for after-hours emergency response as assigned



What does it take to be a Director of Estimating and Real Property Services?

Required:

»Bachelor’s degree in Engineering, Finance, Management, Business or related technical or people-located fields and 2 years of practice in project management, utility supervision, customer services, or similar. In lieu of a bachelor’s degree and 2 years of related practice, an associate’s degree and five years of significant practice will be considered.

»Self-motivated with high energy, an capability to demonstrate initiative and possess strong decision-making and critical thinking expertise

» capability to promote a positive work environment; analyze personnel and operational performance; implement systemic productivity improvements and coach and mentor employees to achieve their full potential

» capability to develop a thorough knowledge of electric and natural gas rate tariff information, NESC, gas and electric construction standards and municipal and railroad permit rules

» capability to interface with external engineers, consultants, and contractors in order to plan, design, permit and schedule utility distribution and transmission projects

»Strong computer expertise including the use of all Microsoft Office applications

»Excellent communication expertise, both verbal and written, with an capability to effectively collaborate with internal and external stakeholders, co-workers, senior management, contractors, and municipal officials

»Strong organizational expertise and the capability to multi-task while superviseing and managing multiple initiatives, goals and projects through to completion

»Valid driver’s license

Preferred:

»Knowledge of CAD, ESRI GIS applications
