Duties Description

The New York State Education Department’s (NYSED) Office of Information Reporting Services (IRS) is seeking candidates for a Coordinator Education Data and Reports position in Albany. This office is responsible for New York State’s education data collection, management, and reporting process. This includes implementing and monitoring the Department’s data collection schedule and reporting calendar for federal and State reporting for P-12 and higher education data in New York State. Duties of this position include, but are not limited to, the following:

• Oversee data collection, quality assurance, management, and reporting process that contribute to accountability and school improvement.
• Provide vision, leadership, and communication with respect to implementation and expansion of data collection and reporting.
• Serve as primary liaison/data subject expert to the Offices of State Aid, Early Learning, Student Support Services, Religious and Independent School Support, and other offices within the Department.
• Collaborate with program offices on data gathering needs, provide updates to program offices leadership, and establish relationships.
• Evaluate internal data systems to ensure accuracy, identify issues and develop solutions for identified issues.
• Manage a team of data analysts to support the integration of data collection and reporting into instruction and learning.
• Implement and monitor policies and procedures governing the collection of student and school district data and information.
• Provide direction to collaborative data policy and practice workgroups with regional and local school districts.
• Implement and monitor the data collection schedule and reporting calendar for state and federal reporting.
• Oversee technical assistance and training.
• Perform other duties and special projects as required.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: a master’s degree and six years of experience reporting, collecting, and analyzing education data. This experience must include two years of managing major quantitative and qualitative research including the development of systems to support the compilation and synthesis of education data and information in an advocacy group, BOCES, education oversight agency, public school district, or research foundation.

Competitive Minimum Qualifications

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Coordinator Education Data & Reports. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Coordinator Education Data and Reports: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Coordinator Education Data and Reports if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title M-3 or higher AND have standing on the Coordinator Education Data and Reports eligible list AND possess a master’s degree and six years of experience reporting, collecting, and analyzing education data. This experience must include two years of managing major quantitative and qualitative research including the development of systems to support the compilation and synthesis of education data and information in an advocacy group, BOCES, education oversight agency, public school district, or research foundation.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-3 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications: a master’s degree and six years of experience reporting, collecting, and analyzing education data. This experience must include two years of managing major quantitative and qualitative research including the development of systems to support the compilation and synthesis of education data and information in an advocacy group, BOCES, education oversight agency, public school district, or research foundation.

Preferred Qualifications

Preference may be given to candidates who have:

• Excellent communication and writing skills.
• Proficiency in data analytics using various software / languages (e.g., SAS, SPSS, R, Python, SQL, PL/SQL).
• Ability to understand, collect, and develop business requirements / use cases and translate them into technical specifications.
• Experience and demonstrated success in managing large-scale and complex data systems and data analytic team.
• Familiarity with laws and regulations governing education data collections and reporting.

CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment, or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master’s degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
