Duties Description The Office of Financial Management, Strategic Finance and Managed Care Group is recruiting to a Senior Budgeting Analyst/Budgeting Analyst Trainee position.Specific duties include, but are not limited to, the following:- Act as point-of-contact for a portfolio of OMH programs in the areas of rehabilitation services, residential services and children's services. The primary program of focus for this position is Personalized Recovery Oriented Services (PROS).- Participate in the development and implementation of reimbursement models and rates for existing and potential OMH programs.- Create and maintain Medicaid rate transmittals for programs under OMH purview.- Assist in developing information for and provide technical assistance to local governments and providers concerning billing guidance and compliance in Medicaid-reimbursed programs. Identified in Agency planning documents, including program and financial model specifications, pilot demonstration projects, guidelines, draft regulations, and Medicaid State Plan documents.- Analyze provider cost data and evaluate financial viability for OMH licensed programs, providing revenue management support and other policy guidance.- Complete ad-hoc assignments and analyses as necessary and provide information and guidance to senior agency staff.- Query and analyze data from fiscal and programmatic databases of varying complexity.- Collect and analyze data on behavioral health policy issues and regulatory and financial practices to compare new and innovative approaches to transforming and improving the operations and outcomes of behavioral health programs.- Assist in the implementation of activities outlined in action plans and initiatives.- Continue to develop professional knowledge through actions such as learning procedural programming logic (e.g. - SQL or PL/SQL), and learn to perform data analysis on very large databases using Business Intelligence, Data Retrieval, and Data Analysis tools (e.g. - Hyperion, Business Objects, Cognos, OBIEE, TOAD, SQL Developer, Excel, MS Access).- Learn new computer skills and data-access languages as OMH's data-environment evolves.

Minimum Qualifications Non-Competitive Qualifications Under the NY HELPS program:Budgeting Analyst Trainee 1 ($53,764): Four years of experience in budget estimation, justification, and expenditure control functions. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience.Budgeting Analyst Trainee 2 ($59,994): Five years of experience in budget estimation, justification, and expenditure control functions. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience. A master's degree may substitute for five years of experience.Senior Budgeting Analyst, G18 ($66,951): Six years of experience in budget estimation, justification, and expenditure control functions. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Transfer:In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.55b/c:Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND meet the Non-Competitive HELPS minimum qualifications above.
