Duties Description The Division of Finance and Rate Setting within the Office of Health Insurance Programs (OHIP) is seeking an individal to oversee budget management and reporting functions within the Bureau of Fiscal Policy and Management. This position is responsible for budget planning, fiscal reporting, and complex financial analysis supporting Medicaid and public health insurance programs. The role also provides direct fiscal support for the HR 1 initiative and works closely with New York City-based program leadership, including the 1115 Waiver and Eligibility areas, as well as key partners such as NY State of Health (NYSOH). Key duties include: Leading OHIP budget planning, monitoring, and reporting activities to ensure accuracy, timeliness, and compliance with state and federal fiscal requirements; Serve as a primary fiscal and analytical liaison to internal and external stakeholders, including program areas, the Division of Budget, fiscal partners, NY State of Health (NYSOH), and oversight entities, responding to inquiries related to funding, projections, and fiscal analysis; Conduct and oversee complex fiscal research and analysis related to Medicaid and public health insurance programs, including emerging initiatives and precedent-setting budget issues; Work closely with the 1115 Waiver Director and Eligibility Directors on HR 1 implementation, including coordination, fiscal tracking, and reporting; Support the planning, coordination, and reporting requirements for the HR 1 initiative, ensuring fiscal alignment, accurate tracking, and compliance with program goals. Interpret and apply statutes, regulations, and fiscal guidance to assess financial impacts, support leadership decision-making, and ensure compliance across OHIP programs; Prepare and review fiscal reports, briefings, and presentations that translate complex financial data into clear, actionable information for management and external partners and Establish and improve unit processes and internal controls to promote consistency, transparency, documentation, and continuous improvement.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitiveappointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Seven years of professional experience performing one or more of the following activities in a health care facility, health care agency, health care delivery system, Medicaid program, and/or other public or private health insurance program: establishing, revising, and/or assisting with the implementation of program policies and procedures to meet treatment and/or regulatory requirements of health care; analyzing State and/or federal health insurance laws to inform the development or modification of program operations; determining financial eligibility for enrollment in public or private health insurance plans or government funded health services programs; establishing mechanisms for the reimbursement and financing of health care services, including rate-setting, development of capitation reimbursement methodologies, and development of fee schedules; performing utilization review of requests for medical treatment including prior approval or authorization activities, adjudication of claims for payment and/or provider credentialing; conducting independent examinations of health care facilities or program integrity reviews of health care programs to ensure compliance with laws, rules, and regulations. An associate degree may substitute for up to two years of the experience; bachelor's degree may substitute for up to four years. Preferred Qualifications: Experience with New York State budget development, fiscal reporting, or financial oversight within a Medicaid-related program.
