About the Role

The New York State Office of Information Technology Services (ITS) – Division of Criminal Justice Services (DCJS) seeks an Expert Software Architect to lead the design and implementation of enterprise-grade applications supporting the Integrated Justice Portal.
You’ll drive architecture and standards for complex JEE-based systems, guide development teams, and collaborate with infrastructure and operations teams to ensure system performance, reliability, and scalability.

What You’ll Do

• Implement Integrated Justice Portal application standards, including UI design, development methodology, and coding style guides
• Serve as the primary technical liaison with infrastructure teams to resolve performance issues and optimize system operations
• Lead performance test planning, failover and endurance testing, and deployment planning
• Design, develop, and review enterprise applications using Java/JEE, JSF, XML/XSLT , and IBM WebSphere Portal/Application Server
• Oversee development activities related to data analysis, structures, and database design (Oracle, SQL Server)
• Prepare and review technical documentation (designs, schemas, system diagrams)
• Provide technical guidance and mentorship to the development team

Must-Have Qualifications

• 84+ months leading iterative JEE development teams (planning, design, integration)
• 84+ months hands-on with IBM WebSphere Application Server 7.0+ and WebSphere Portal Server 7.0+
• 84+ months experience developing with JPA/Hibernate and relational databases ( Oracle or SQL Server )
• 84+ months using JMS, EJB, MQ 6.0+, XML, JAXB, and JAX-WS
• 84+ months developing Java applications with JDK 1.8 or higher
• 84+ months using JSF and JSP for UI layer development
• 48+ months experience integrating systems related to criminal justice processing (disposition processing, fingerprint ID, criminal history, sex offender management, etc.)

Nice-to-Haves

• Experience in state or federal justice systems
• Background in secure application design
• Familiarity with agile development in regulated or public-sector environments
