Duties Description The Office of Financial Management, Strategic Finance and Managed Care Group is recruiting to fill a Senior Budget Analyst/Budget Analyst Trainee position. The position is located in the Bureau of Medicaid State Plan Finance & Data Analysis.Specific duties include, but are not limited to, the following: - Participate in the development and implementation of reimbursement models and rates for existing and potential OMH programs.- Create and maintain rate Medicaid rate transmittals for programs under purview.- Assist in developing information for and in providing technical assistance to local governments and providers concerning billing guidance and compliance in Medicaid-reimbursed programs identified in Agency planning documents, including program and financial model specifications, pilot demonstration projects, guidelines, draft regulations, Medicaid State Plan documents.- Analyze provider cost data and evaluate financial viability for OMH licensed programs, providing revenue management support and other policy guidance.- Complete ad-hoc assignments and analyses as necessary and provide information and guidance to senior agency staff.- Query and analyze data from fiscal and programmatic databases of varying complexity.- Assist in the implementation of activities to redesign program reimbursement structures and methodologies in accordance with OMH strategic initiatives, State Budget appropriations and similar with the goal of solidifying provider fiscal health while allowing the service system to adjust to changing recipient demographics and acuity.- Continue to develop professional knowledge through actions such as learning procedural programming logic (e.g. - SQL, PL/SQL), and learn to perform data analysis on very large databases using Business Intelligence, Data Retrieval, and Data Analysis tools (e.g. - Hyperion, Business Objects, Cognos, OBIEE, TOAD, SQL Developer, Excel, MS Access).- Learn new computer skills and data-access languages as OMH's data-environment evolves

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:Budgeting Analyst Trainee 1 (starting salary $53,764): A bachelor's degree or higher degree Budgeting Analyst Trainee 2 (starting salary $59,994): A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.Senior Budgeting Analyst (starting salary $66,951): A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions* a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.*Transfer:In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
