The Department of Citywide Administrative Services' (DCAS), Human Capital (HC) Line of Service seeks to appoint a Staff Analyst to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized state-of-the-art automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with all their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information. Responsibilities:
  • Serve as the Executive Assistant to the Assistant Commissioner of NYCAPS Central. Meet with Assistant Commissioner in preparation for meetings.
  • Perform difficult and responsible administrative and analytical work, including work that is required for the conduct of hearings, legislation and litigation reviews.
  • Serve as a project manager for different NCC and HC initiatives
  • Supervise staff working on projects and special initiatives
  • Provide administrative and analytical support to all units of NCC.
  • Prepare reports of all NCC units' activities on a weekly, biweekly and quarterly basis, utilizing various computer systems.
  • Update project charts and maintain budget and staffing reports.
  • Prepare written correspondence and respond to complex written and oral inquiries.
  • Conduct review of statistical analyses of service requests and make recommendations for corrective action as needed.
  • Create and maintain office tracking systems.
  • Work with the HRIS unit in the development of business requirements to automate civil service processes in NYCAPS.
  • Conduct analysis of civil service components expected to be automated in NYCAPS.
  • Conduct studies and research business processes and translate business needs into the business requirements draft document.
  • Conduct testing of functionality and participate in meetings and discussions as it relates to this work.
  • Meet with stakeholders and FISA development team.
Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
