The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's HIV Care and Treatment Program (CTP) is the recipient of federal grants for HRSA's Ryan White HIV/AIDS Program (RWHAP) Part A and HUD's Housing Opportunities for Persons With AIDS (HOPWA). CTP is comprised of five units: 1) Administration, 2) Program Planning, 3) Quality Management and Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit.


Under the general direction of the Director of the Housing Services Unit and the HOPWA Program Manager, this position will be responsible for working closely with external partners, bureau and intra-agency partners, and the US Department of Housing and Urban Development (HUD), to support the planning, development, and design of HOPWA programs in the NYC EMSA. The NYC EMSA includes all five NYC boroughs, three NY counties (Westchester, Rockland and Putnam) and three NJ counties (Bergen, Hudson and Passaic).


DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Plan, implement, coordinate, monitor and/or evaluate HOPWA funded programs providing important community services including preparing evaluation reports, performing analyses, and reviewing program plans, funding, and performance.
  • Manage a portfolio of HOPWA funded housing vendors, attend and conduct annual programmatic site visits and apartment habitability inspections to ensure compliance with HUD program regulations.
  • Prepare site visit report findings, identify gaps in housing services, conduct housing violation searches, and monitor housing inventory requirements to ensure full contract census and that all leased units abide by HUD regulations, including Fair Market Rent rates.
  • Monitor monthly contract performance in HOPWA data system eCOMPAS, present at quarterly compliance meetings to report on portfolio contract performance, create programmatic action plans to aid poor performing housing vendors reach goals to achieve compliance, support annual program modifications and assist with the development of program policies around HOPWA programmatic matters.
  • Collaborate with NYC stakeholders on housing-related initiatives, representing the DOHMH’s Housing Services Unit in various ways including attending HIV Housing Advisory Committee meetings, and participating in work groups, as needed.
  • Develop and deliver technical assistance for housing providers based on assessed needs and gaps in performance, prepare and deliver capacity building trainings centered around programmatic activities, and co-facilitate eCOMPAS quarterly trainings for new housing providers, as needed.
  • Keep abreast of housing trends, research opportunities for affordable housing, assist in preparation of annual HOPWA grant application, and other duties, as assigned.
PREFERRED SKILLS:

  • Knowledge of HIV-related housing policy with specific knowledge of HOPWA, including HUD reporting requirements.
  • Experience with populations most affected by homelessness and HIV, and how structural systems affect vulnerability leading to poor health outcomes.
  • Ability to plan and carry out projects, both independently and as part of a team
  • Keen attention to detail; and ability to handle multiple and diverse assignments efficiently and effectively.
  • Excellent written, oral, and interpersonal communication skills
  • Proficient in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
