IT Mainframe Developer - Contract Role (AN)

We are seeking experienced Mainframe Developers to support state workforce agency's initiative to expand Unemployment Insurance (UI) Account Numbers from 6 to 9 digits. This role involves modifying legacy COBOL applications, CICS screens, DB2 schemas, and batch jobs to accommodate the expanded field size, ensuring seamless integration across systems and minimal disruption to operations.

JOB RESPONSIBILITIES:

  • Analyze COBOL programs, CICS transactions, DB2 tables, and JCL scripts to identify and implement necessary changes for account number expansion.

  • Update field definitions, linkage areas, and screen layouts to support 9-digit account numbers.

  • Recompile affected programs and rebind DB2 packages as needed.

  • Conduct developer unit testing and support user acceptance testing (UAT).

  • Collaborate with cross-functional teams to ensure consistent implementation across all impacted systems.

  • Document technical changes and participate in peer reviews.

  • Support deployment planning and post-implementation activities.

  • Ensure code quality, maintainability, and compliance with the client's standards and security protocols.

Pay Rate: This is a contract position contingent upon project needs, with a compensation range of $90-95 per hour. Please note that this role is not eligible for Nelnet's benefits package.

EDUCATION:

Bachelor's Degree in Computer Science

EXPERIENCE:

  • Minimum 5 years of experience in mainframe development.

  • Proficiency in:

COBOL (batch and online)

CICS (transaction processing and web services)

DB2 (SQL, stored procedures, schema updates)

JCL (Job Control Language)

VSAM, GDG, and flat file handling

REXX Scripting (desired, not required)

  • Experience with Changeman for version control and promotion.

  • Familiarity with RACF security and IBM zOS operating systems.

  • Strong understanding of data flows, screen layouts, and field transformations.

  • Experience with automated testing tools and regression testing strategies.

  • Ability to work within structured environments and follow established deployment pipelines.

COMPETENCIES - SKILLS/KNOWLEDGE/ABILITIES:

· Attention to detail and strong analytical skills.

· Excellent documentation and communication abilities.

· Experience working in Agile or Kanban environments.

· Ability to collaborate with internal and external stakeholders, including agency developers.

· Commitment to secure coding practices and regulatory compliance.

· Prior experience with government or public sector modernization projects is a plus.
