Duties Description - Conduct thorough and involved disciplinary investigations, review findings, and determine appropriate outcomes.- Draft Notices of Discipline and facilitate settlements. - Analyze and interpret various collective bargaining agreements to ensure uniform understanding and application.- Initiate and administer Civil Service Law, Section 72 proceedings.- Investigate contract and non-contract grievance investigations and conduct first and/or second step grievance review hearings and prepare agency responses.- Participate in local and statewide Labor Management committee and/or Health and Safety committee meetings, including preparing agendas and meeting minutes for review and approval.- Other duties and projects as assigned.

Minimum Qualifications For Appointment to Human Resources Specialist 1 (Labor Relations):- Reachable on current Civil Service eligible list for this title; OR- One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Titles eligible for transfer include but aren't limited to: Administrative Specialist 1, Business Systems Analyst 1, Contract Management Specialist 1; OR- Six years of labor relations experience , which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.For Appointment to Human Resources Specialist Trainee 1 (Labor Relations):- Reachable on current Civil Service eligible list for this title; OR- One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law.
