General Purpose of the Job:
The Assistant Vice President of Single Adult and Family Programs provide leadership, direction, and management to Shelter Programs to ensure compliance with all legal, regulatory, and contractual requirements. Provides leadership and direction to Program Directors and shelter leadership teams to ensure the development of strong, cohesive program service teams that sustain and support the vision and mission of the organization through the achievement of organizational goals and quality client outcomes.
Essential Duties and Responsibilities:
Organizational Development:
- Participates in the framing of the vision and direction of current and future programming for the organization in keeping with the organization’s strategic goals and objectives.
- Participates in the development and implementation of new shelter and housing programs.
- Establishes and measures organizational performance against goals to ensure constituents receive quality services and support.
- Initiates, develops, and revises policies and procedures to support operational efficiency and regulatory compliance across shelter programs.
Contract and Program Management:
- Develops and maintains strong collaborative relationships with DHS leaderships with DHS leadership within the single adult division and Families with Children Division.
- Manages and oversees assigned Single Adult and Family Shelter Programs.
- Leads Program Directors and shelter leadership teams in developing strategies to ensure programs meet regulatory compliance requirements and DHS contractual obligations.
- Oversees program operations to ensure delivery of trauma-informed, client-centered services that support housing stability and independent living.
- Collaborates with the AVP of Facility Operations to ensure facilities operate in compliance with ECB, DOB, FDNY, DOHMH, ACS and other applicable regulations.
- Supports programs in maintaining safe, structured, and service-focused shelter environments.
- Contributes to the overall success of the organization by performing all other duties and responsibilities as assigned by supervisor or designee, and being able to pivot with ever-changing priorities and newly added job-related responsibilities that arise based on business changes, needs, and demands.
Financial Management:
- Supports Program Directors in the development of annual operating budgets and recommends priorities during the budget planning process.
- Collaborates with Program Directors to ensure programs operate within approved budgets.
- Collaborates with the AVP of Facility Operations and Program Directors to ensure programs maintain targeted occupancy and utilization rates in accordance with contractual expectations.
- Monitors program expenditures and identifies operational efficiencies while maintaining quality service delivery.
Metrics & Performance Management:
- Collaborates with Program Directors in the development of annual program goals and targets that support the mission and vision of the organization.
- Monitors program performance against goals and supports leadership teams in developing strategies to achieve desired outcomes.
- Collaborates with Program Directors in developing strategies to ensure programs meet or exceed DHS and OTDA performance metrics, including placement outcomes, housing stability, client engagement, and incident management.
- Reviews operational and programmatic data to identify trends, barriers, and opportunities for improvement.

Continuous Quality Improvement (CQI) :
- Collaborates with the Director of Quality Assurance and Program Directors in developing processes and monitoring tools to ensure programs meet or exceed governmental and funder compliance standards.
- Collaborates with Program Directors and the Director of Quality Assurance in reviewing data to identify trends and patterns that inform organizational planning and program development.
- Participates in internal audits and the development of corrective action plans.
- Reviews OTDA, DHS, and other regulatory audits and participates in the development and monitoring of corrective action plans.
- Leads and/or participates in CQI committees, operational reviews, and quality improvement initiatives.
Staff Management & Development:
- Hires, trains, supervises, and provide coaching and support to direct reports. Provides ongoing performance feedback and evaluations in accordance with organizational policies.
- Collaborates with Human Resources in addressing staff performance, disciplinary matters, and professional development needs.
- Promotes collaboration and effective communication among staff and across divisions through the development of interdisciplinary teams and operational partnerships.
- Supports leadership development among Program Directors, Assistant Program Directors, and supervisory staff.
- Fosters collaboration and working in a team environment amongst direct reports.
Secondary Responsibilities:
- Facilitates effective communication within the interdisciplinary context and participates as an active member of the Homeless Services Senior Leadership Team.
- Ensures CRF programs implement and maintain good neighbor policies within surrounding communities.
- Liaises with DHS, OTDA, and other external stake holders regarding regulatory, contractual, and operational requirements.
- Represents the organization at external meetings, audits, community forums, and agency-related functions.
- Responds to program emergencies, critical incidents, and operational concerns as needed.

- Decision-making responsibilities: May be required to make challenging operational and programmatic decisions impacting shelter operations, client care, staffing, and compliance. Ability to influence executive and operational leadership through well-articulated strategies and recommendations.
- Problem-solving responsibility: Exercises a high level of creativity, sound judgment, and analytical thinking to effectively resolve operational and client-related issues, often with limited information and within fast-paced environments.
- Working relationships and contacts: Fosters positive working relationships with senior leadership, management, employees across departments, government agencies, and community stakeholders.
- Impact/importance of function: Accountable for ensuring quality service delivery, regulatory compliance, operational effectiveness, and positive client outcomes across Single Adult and Family Shelter Programs.
Position Requirements and Minimum Qualifications:
- Licenses, certifications, and degrees and job-related knowledge:
- To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Master’s Degree in an appropriate human services or social services field and at least six (6) years of related work experience in a non-profit executive or upper-management role; or
- Bachelor’s Degree in an appropriate human services or social services field and at least eight (8) years of related work experience in a non-profit executive or upper-management role.
- Strong Experience with Single Adult and Family Shelter operations, program development and management, assessment and evaluation, governmental and social services funding, and compliance management.
- Job-related skills, including language, mathematical, reasoning (analytical), creative, and/or communication abilities:
- Knowledge of office systems; MS Office preferred.
- Strong skills in process improvement, strategic planning, operational oversight, data analysis, verbal • communication, and multi-site management.
- Excellent written, oral, interpersonal, and organizational skills.
- Must demonstrate initiative, professionalism, and the ability to work effectively under pressure in fast-paced environments.
- Ability to work independently and collaboratively to complete complex projects and operational initiatives.
- Must be adept and comfortable with crisis management and emergency response.
- Other Requirements [including physical demands] :
- May be required to work extended hours and varied schedules, including evenings and weekends, as operationally necessary.
- Travel throughout various locations in the New York City area is required.
- May be required to lift and move objects weighing up to 30 pounds several times per week.
