Position Overview
Siemens Mobility is seeking an experienced Contract Manager to support the Rail Infrastructure business in New York, NY . This role is ideal for a contract management professional with significant experience in major infrastructure, rail, or construction projects and a strong foundation in contracts, claims, and project execution.
In this role, you will provide contract management support across public procurements, contract negotiations, and project execution. You will help handle contractual risk, support claims and dispute resolution, and translate complex contractual and commercial issues into clear guidance for business partners and project collaborators. Experience with government contracts and familiarity with DOT, FRA, and FTA regulations is highly desirable.
Required Qualifications
- Education: Degree in Engineering, Project Management, Quantity Surveying, or a related field.
- Experience: 8+ years of experience in progressively responsible contract management roles, ideally supporting major infrastructure, rail, or construction projects, including considerable involvement during project execution and claims administration.
- Contract and Claims Expertise: Strong experience interpreting and applying contractual, commercial, and technical obligations, including change management, claims preparation, and dispute resolution.
- Communication Skills: Excellent written and verbal communication skills, with the ability to explain complex contractual issues clearly to business and project partners.
- Language Skills: Excellent command of English, both written and spoken.
- Software Skills: Proficiency in Microsoft Office Suite.
Preferred Qualifications : Experience with public-sector construction contracts in New York, design-build contracts, and FIDIC or other standard forms of contract. Familiarity with government contracts and federal transportation regulations, including DOT, FRA, and FTA. Knowledge of planning software such as Primavera P6 or Microsoft Project and document control tools such as Aconex. Additional certifications in contract management or construction law are an advantage.
What You’ll Do
Contractual Leadership
- Serve as the contractual authority within the project team, ensuring understanding of and compliance with contract terms, notice provisions, time bars, and change mechanisms.
- Establish and maintain contract-compliant project processes, including notifications, change control, record-keeping, and correspondence protocols.
- Review, draft, and advise on project correspondence, including letters, notices, meeting minutes, and reports, to ensure contractual accuracy, supported positions, and clear risk identification.
- Prepare management reports on claims status, risk exposure, entitlement realization, and change trends, and maintain an organized, auditable repository of contract, claims, and change documentation.
- Support the Project Manager in running the contractual interface between technical and commercial aspects of the project and serve as a liaison among key participants.
- Review contracts, employer requirements, technical specifications, and amendments during execution and advise on contractual implications.
- Prevent entitlement leakage caused by misalignment between upstream and downstream contractual requirements.
- Provide guidance and targeted training to project teams on contract awareness, claim identification, and record-keeping protocols.
- Participate in project and commercial reviews to identify risks, opportunities, and process improvements.
- Support engineering teams in technical disputes by reviewing design documentation, drawings, and specifications and identifying deviations, scope gaps, and contractual inconsistencies.
Change, Delay, and Claim Management
- Identify, prepare, submit, and follow up on change orders, Extensions of Time (EoT), disruption and prolongation claims, and acceleration or mitigation compensation.
- Develop robust, well-documented claim and change dossiers supported by contractual entitlement, technical justification, schedule analysis, and commercial cost substantiation.
- Collaborate with Legal Counsel on dispute resolution strategies, claim escalation, and formal proceedings when required.
- Manage and structure pass-through claims to ensure consistency between subcontract entitlements and prime contract positions.
- Lead cross-functional teams to gather the information needed for claims resolution and support the creation of accurate contemporaneous evidence.
- Work closely with project managers and planners to review schedule outputs, figure out root causes of delay, assess critical path impacts, and evaluate potential contractual entitlement.
- Provide contract-driven input into delay analyses, EoT submissions, and acceleration proposals, ensuring procedural compliance and strong substantiation.
- Coordinate with planning teams to ensure schedule updates support contractual positions and claim narratives.
