Policy and Budget Director
A New York City Council Member representing District 31 is seeking a dynamic Policy and Budget Director who will be responsible for overseeing all legislative and budget matters for the office. This position is covered under the Association of Legislative Employees (ALE) and may work alongside and/or supervise employees in titles represented by the same union. The Legislative & Budget Director will work closely with the Council Member, the City Council Legislative Division, advocates, constituents, and government partners to advance equity and uplift the Member’s constituents. This position will be based out of the district and City Hall offices, but travel around the district and city will be a regular part of this job.
KEY RESPONSIBILITIES:
· Serve as the policy and budget lead for a New York City Council Member and Chair of the Council’s Committee on Criminal Justice.
· Lead the development, advancement, and passage of legislation sponsored by the Council Member, including securing co-sponsors, building stakeholder support, and producing supporting materials to drive successful outcomes.
· Oversee the allocation of the Council Member’s multi-million-dollar discretionary budget, supporting in-district capital projects and community-based organizations; provide policy analysis and guidance related to the citywide budget process.
· Direct the planning and execution of Committee on Criminal Justice hearings, including agenda-setting, witness coordination, and oversight strategy.
· Support and help facilitate negotiations related to land use matters (e.g., rezonings) within the Member’s district that come before the Council.
· Develop public-facing materials, including remarks, talking points, briefing memos, and policy summaries, ensuring the Council Member is well-prepared for public engagements and decision-making.
· Serve as a liaison to community members, stakeholders, and advocacy groups; represent the Council Member at meetings, forums, and public events.
· In-person work is required for this role with some evening and weekend work.
QUALIFICATIONS:
· Minimum of 3 years of experience in public policy, government, or advocacy.
· Exceptional written and verbal communication skills, with the ability to synthesize complex policy and budget information clearly and effectively.
· Strong research, analytical, and coalition-building skills.
· Ability to thrive in a fast-paced, high-pressure environment with competing priorities and tight deadlines.
· Demonstrated strategic thinking, sound judgment, and problem-solving ability.
· Highly organized with strong attention to detail.
· Ability to work both independently and collaboratively, and to engage effectively with a wide range of stakeholders.
· Experience in criminal justice policy or advocacy preferred.
· Demonstrated commitment to equity and improving outcomes for all New York City residents.
· Fluency in a second language, preferably Spanish or French, is a plus, but not required.
ADDITIONAL INFORMATION:
New York City residency is required within 90 days of appointment.
