Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.The Department of Financial Services (DFS) is seeking candidates for the position of Assistant Chief Investigator within the Department’s Investigations and Intelligence Division, Insurance Frauds Bureau. The position will report directly to the Deputy Director of Investigative Support in the Insurance Frauds Bureau. The primary responsibility of this role is to oversee staff tasked with providing operational support including resource procurement, evidence control, integrity control, records custody, and peace officer training.The duties of this position include, but are not limited to, the following:

  • Develop peace officer training curriculum consistent with current New York State Division of Criminal Justice Services (DCJS) and Municipal Police Training Council (MPTC) standards;
  • Manage DFS’ in-house peace officer training program including outlining syllabus, scheduling training classes throughout the year, procuring training facilities (e.g., firearms, defensive tactics), and coordinating DCJS-certified instructors;
  • Supervises and oversees support team in all day-to-day activities, including planning and assigning work;
  • Establishes goals and priorities for tasks involving resource procurement, evidence control, integrity control, records custody, and peace officer training;
  • Liaises with DFS business units including procurement, legal, risk, human resources, information technology, and facilities, and agencies essential for the delivery of certified peace officer training including, DCJS, MPTC, and the New York City Department of Citywide Administrative Services;
  • Monitors staff performance to ensure support operation matters are being resolved efficiently, effectively, and in accordance with Bureau policy and New York law;
  • Provides direction and support to staff on complex matters and operational policy concerns;
  • Review staff work product to provide positive and constructive feedback to help staff achieve their support operations objectives while advancing their professional development;
  • Raises critical support operation issues to Bureau management and recommends solutions to achieve successful outcomes;
  • Ensures sensitive matters and confidential information are protected and only shared with individuals that need to act upon the information;
  • Manages staff training to ensure their continued professional development;
  • Expertly presents case material to senior-level government and law enforcement authorities;
  • Competently represents the Bureau at official meetings and maintains meaningful partnerships with federal, state and local law enforcement entities;
  • Manages administrative matters including task assignments, time sheet verifications, and overtime approvals.
  • Conducts staff annual performance evaluations;
  • Assist in the Bureau’s special projects and other assignments as needed;
  • Overnight travel may be required up to 20%.Please note performance of the duties may require frequent, unscheduled work on evenings and weekends and requires 24/7 availability.


Minimum Qualifications Preferred Qualifications

  • Possession of a current NYS basic police school certification, peace officer certification or be able to attain its equivalent and can drive a vehicle and possess a valid NYS driver’s license. The Public Officer’s Law requires that peace officers at the DFS be citizens of the United States and reside in New York State.
  • At least nine years of law enforcement experience, including at least eight years of relevant investigative work experience, and at least two years supervisory experience.The ideal candidate would also possess the following:
  • Excellent judgement and proven ability to successfully conduct complex fraud investigations and lead investigative teams.
  • Ability to work effectively in a fast-paced environment and produce high quality work under deadlines.
  • Experience conducting complex investigations involving large data sets of information including telephone records, financial records, social media, ride share, mobile banking, cash apps, digital wallets and other records.
  • Excellent organizational and analytical skills.
  • Excellent oral and written communication and presentation skills.Appointment Method:This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.


Additional Comments Please note that a change in negotiating unit may affect your salary, insurance and other benefits.Salary: $106,898 - $131,665 (salary commensurate with experience)Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.Appointment Status: This is an appointment to a position in the exempt jurisdictional class.Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
