Medical Assistance Specialist 1 (NY HELPS) - 80138, 90105
The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position will assist the supervisor and staff within the Bureau of Specialized Services for Children (BSSC) in a broad range of planning, implementation, evaluation, and reporting activities. The incumbent will become knowledgeable and develop an understanding of the Children’s Health Home (HHSC) program, the 1915 (c) Children’s Waiver of Home and Community Based Services (HCBS), Children and Family Treatment and Support Services (CFTSS), and Foster Care/29-I services to assist in developing and implementing changes and or enhancements to the services and programs. This position will assist with conducting research, drafting policies and procedures, providing technical assistance to stakeholders, developing public facing guidance documents, assisting with program monitoring and evaluation activities, and maintaining bureau procedures and tracking systems.The incumbent will also assist with developing and conducting trainings and webinars and coordinating and facilitating meetings. Conduct evaluation of children without Medicaid for the Children’s Waiver, provide care management services, respond to families’ inquiry for Children’s Waiver eligibility and services, provide education, referrals, and linkage to services, and provide care management services. Respond to families’ inquiry for Children’s Waiver eligibility and services. Other activities may be deemed necessary in response to the changing needs of OHIP.
The minimum qualifications required for this vacancy. Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 1, G-18.Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 1, G-18.NY HELPS: Six years of experience developing public or private health related policy; analyzing AND interpreting public or private health related policy to assist consumers; determining or reviewing financial eligibility for healthcare or consumer-assisted programs to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations; establishing mechanisms for the reimbursement and financing of health care services, including rate-setting, development of capitation reimbursement methodologies, and development of fee schedules; performing utilization review of requests for medical treatment including prior approval or authorization activities, adjudication of claims for payment and/or provider credentialing; AND/OR conducting independent examinations of health care facilities or program integrity reviews of health care programs to ensure compliance with laws, rules, and regulations.Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.Preferred Qualifications: The preferred candidate will have experience writing policies, guidance and formal documents, posess excellent interpersonal, written and verbal communication skills; have strong analytical and computer skills; be organized with the ability to coordinate and manage multiple activities, and to work independently and as a member of a team; working with staff in multiple units coordinating work. Many of the populations serviced within these programs and services have complex needs, i.e., medically fragile, dual diagnosis, etc. Therefore, new services are being developed and oversight and monitoring of these programs and services is necessary to ensure proper implementation and service delivery to Medicaid members, in which many are performed by licensed professionals.This position is part of the NYS HELPS program. No examination is required.
