Duties Description The Office of Mental Health (OMH) is recruiting to fill a Licensed Psychologist, G-25, position in the Division of Forensic Services, Bureau of Sex Offender Evaluation and Community Treatment, Strict and Intensive Supervision and Treatment (SIST) Unit. As a result of MHL Article 10, the Bureau is responsible for coordinating and conducting the multi-disciplinary risk assessment and clinical review of individuals who have been convicted of a qualifying sex offense and who are approaching the end of their criminal sentence to assist in determining whether civil management is appropriate. The Bureau also oversees and monitors the implementation of Strict and Intensive Supervision and Treatment (SIST) for individuals released into the community because of the Article 10 process pursuant to the Sex Offender Management and Treatment Act (SOMTA). Under the supervision of the AOT Compliance Specialist 4, the Licensed Psychologist will serve as the Assistant Director of the SIST Unit, overseeing and monitoring the SIST provision of SOMTA for sex offenders who will be released to the community under a SIST court order. Specific duties will include, but are not limited to, the following:- Assess the quality of community sex offender treatment providers contracted by SIST to provide services; maintain monitoring data and analyze trends; and prepare policies and procedures for use and implementation by contracted providers and programs. o Lead projects to develop protocols, procedures, and quality of care standards. o Provide technical assistance to community providers, Department of Corrections and Community Supervision SIST officers, county stakeholders, and secure treatment facility staff on standards, procedures, and non-conforming situations. o Participate in training efforts with the community providers to ensure adherence to evidence-based practices. o Conduct onsite reviews of community sex offender programs to ensure compliance with SIST guidelines, standards, and requirements. o Coordinate with OMH Consolidated Business Office on contracts, ensuring adherence to RFP requirements.- Ensure the provision of quality services are collaborative and motivating, employing evidence-based methods, and are consistent with best practices in the field of sex offender assessment, management, and treatment.- Monitor and assess for quality assurance all SIST documents that are submitted to the courts or submitted outside the agency; ensure timely submission of such documents in accordance with statutory requirements.- Develop, maintain, disseminate, and ensure understanding of internal procedures to gather and evaluate information regarding the continuity of treatment for clients deemed in need of civil management in the community.- Respond to inquiries regarding court proceedings, evaluations, and clinically appropriate placement.- Coordinate reentry related needs for SIST clients (e.g., Medicaid and SSI eligibility determinations, housing resources, case management services) o Identify gaps in the current reentry/discharge planning processes and develop solutions to fill these gaps o Oversee community-based AAT and PPG programs; ensure providers are appropriately trained on protocols and adhering to SIST requirements and best practices; develop and implement solutions to address identified deficiencies- Monitor and evaluate unit performance; recommend and implement operational changes, as necessary. o Recruit, train and supervise subordinate staff. o Assign and review work and monitor completion of assignments. o Conduct performance evaluations and address any deficiencies with appropriate staff. o Develop and maintain policies and procedures for program areas and provide programmatic oversight and technical direction to staff. o Continually monitor and evaluate procedures to ensure operational needs are met. Recommend procedural changes.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: License and current registration to practice psychology in New York State.Transfer: Candidates must have permanent status as a Licensed Psychologist and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position. Candidates must have License and current registration to practice psychology in New York State to be eligible to transfer.

For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
