Senior Programme Management Officer, New York City
Org. Setting and ReportingThe United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the UN Counter-Terrorism Centre (UNCCT) of the UN Office of Counter-Terrorism (UNOCT). The Senior Programme Officer reports to the Deputy Director of UNCCT. ResponsibilitiesWithin delegated authority, the Senior Programme Officer will be responsible for the following duties: • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc related to PCVE or support to Victims of Terrorism;.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development related to PCVE or support to Victims of Terrorism; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach and resource mobilization activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff under management • May perform other duties as required. EducationAn advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of four years of experience delivering programming on the prevention of violent extremism in a multilateral or international organization is required. Experience in a national government working on the prevention of violent extremism is required. Experience with interagency coordination and supporting intergovernmental processes at the United Nations or in another international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
