Position Summary: The Disciplinary Investigator supports the Senior Field Counsel in the daily operations of providing legal support to Principals, Superintendents and other New York City Public Schools (NYCPS) leadership. Performs related work.
Reports to: Senior Field Counsel, Office of Legal Services
Direct Reports: N/A
Key Relationships: Works collaboratively with the Senior Field Counsels to ensure an efficient and systematic approach to service delivery. Other key relationships include offices across the Office of General Counsel, NYCPS Press Office, School based administrators and Office of Special Investigations.
Responsibilities
- Examines and analyzes employee records and documents, case files, and legal filings necessary to respond to requests for disciplinary hearings and makes recommendations as to course of action.
- Assists attorneys in case preparation, including drafting charges, maintenance and preparation of documents, and evidence gathering.
- Ensures timely notification of charges to employee to comply with labor agreement deadlines so that disciplinary hearings can proceed according to schedule.
- Coordinates disciplinary hearings, evaluates tenure status of pedagogic employees, and responds to inquiries as a point of contact for principals.
- Prepares written and statistical reports for the Senior Field Counsels and maintains a calendar to assist with school based investigations.
- Analyzes and evaluates records, documents, case files, and legal filings in connection with various administrative proceedings involving the NYCPS, e.g., human rights complaints, administrative grievances, labor proceedings, and other investigations as assigned by the Senior Field Counsels.
- Assists in the investigation, preparation, and presentation of written reports and materials regarding issues of student disciplinary cases, complaints, or inquiries from school staff and parents.
- Maintains case records, prepares reports, and analyzes personnel records.
- Manages and maintains computer database of cases for the unit.
- Responds to legal and labor inquiries from administrative officials at various NYCPS offices and schools.
- Serves as point of contact for FOIL (Freedom of Information Law), school based investigations, and self insurance requests.
- Assists with school based investigations.
Qualification Requirements
Minimum
- A four year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, and security, or in a major operational area of the agency in which the appointment is to be made; or
- A baccalaureate degree from an accredited college; or
- Education and/or experience equivalent to "1" or "2" above.

In addition to meeting the minimum requirements, individuals must have two additional years of relevant work experience.
Preferred
- Experience as a legal assistant and/or paralegal.
- Excellent communication and interpersonal skills.
- Strong writing and organizational skills.
- Strong organizational skills.
- Ability to handle large caseload in a fast paced environment.
- Strong tech skills, including proficiency in Microsoft Office 365 Applications, Adobe Acrobat, Westlaw, and other software.
Salary : $67,617 - $72,117
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
