About State University Construction Fund: The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals. Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle." The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90). Job Description: The State University Construction Fund (Fund) is currently seeking an Associate Capital Program Manager to join our Capital Program Management & Finance team at our office in Albany, NY. Within the State University Construction Fund (the Fund), this professional is responsible for coordinating and administering multi-year capital program plans for campuses within the State University of New York system. The position is responsible for supporting, informing, and advancing SUNY campus capital programs through developing, utilizing, and facilitating data-informed decision making. The Associate Capital Program Manager acts as a primary contact to SUNY campuses, unit management, and Fund leadership on: identification of stakeholder needs and functional needs of facilities, management of campus capital planning and capital plan financial resources, facilities master plans, clean energy master plans, project justifications, project predication, benefit-cost analyses, project decision support, planned sequences of projects, and funding strategies for campus capital plans and individual projects. While a Senior Capital Program Manager typically has 3 to 6 campus assignments, the Associate Capital Program Manager typically has 1 to 3 campus assignments and reports to, assists, and is mentored by, the Senior Capital Program Manager. Specific Duties & Responsibilities: Work with Campus personnel and Construction Fund co-workers to develop and progress capital programs funded over a multi-year timeframe. Produce campus capital programs balancing critical maintenance needs with mission-driven modifications or expansions to the physical plant. Develop and manage, along with colleagues and partners, the portfolio of capital projects and their associated needs and characteristics, including the plan for financial needs over time. Incorporate financial changes to dynamic active projects into multi-year planning models. Communicate overall plan to stakeholders and management. Coordinate with Data & Planning unit on data-informed decision making, including in relation to: stakeholder needs and interests, enrollment and other academic information, space and asset information, economic development and impact, energy conservation and carbon reduction, funding types, policies, politically sensitive matters, and other plan and project drivers. Analyze, interpret, utilize, and support updates to various data and inventories, including building characteristics inventories, asset conditions reports, institutional mission statements and strategic plans, space management data, tabular cost estimate information, building plan information, and other data as it relates to planning and projects. Identify and properly scope individual capital projects - at a high level, using benchmarks, and under the review of a Senior Capital Program Manager or other staff - for design initiation. Provide advice related to program implementation including project sequencing and contractual and financial strategies. Review annual campus-let work plans and projects. Work with campus personnel and other Fund units to monitor the progress of capital projects and their budgets. Initiate and manage project reviews, program studies, space studies, facilities master plans, clean energy master plans, and other studies or planning vehicles. This includes managing consultant contracts. Comprehend and enforce contract requirements and substantive content of these efforts and be capable of integrating findings into capital programs and the need for future investment. Act as the Fund's primary liaison with campuses and consultants in planning and executing capital programs. Participate in and support SUNY review and report processes related to capital plans and programs. Provide administrative and technical support for emergency projects. Participate in consultant selections. Prepare status reports and presentations including graphical and text information. Organize, prioritize and perform under pressure. Manage tasks, initiatives, and outcomes effectively without direct supervisory authority. Perform other duties as directed or required. Travel within New York State, sometimes overnight, is required in order to fulfill this function. Requirements: A Bachelor's degree is required in a field such as Planning, Public Finance, Architecture, Engineering, Economics, or Business. Relevant work experience in facilities or higher education is not required but will be considered. A professional license or certification (AICP, RA, PE, etc.) is not required but will be considered. A demonstrated interest in the built environment will be considered, particularly for the higher salary grades within the range for the position. Also required: Excellent verbal and written communication skills and the ability to present information in a clear and concise format. The ability to demonstrate judgment and discretion, including in matters of confidentiality. Strong organization skills and an attention to detail. Strong technology skills, including Microsoft Office and project management applications. Supervisory experience is preferred. This position does not require a NYS Civil Service examination. Additional Information: Salary range: $91,464 - 127,478 per year, commensurate with experience and qualifications. We offer a competitive salary and excellent benefits package, including immediate participation in the NYS and Local Retirement System (NYSLRS) with vesting after 5 years of service, Health Insurance (including Prescription, Dental, and Vision), vacation, sick, and personal time, 13 paid Federal holidays, paid parental leave, and telecommuting. Note on Telecommuting: Employees are eligible to request approval to telecommute a limited number of days per month after completing 6 months of service. Telecommuting approvals will be made in accordance with the Fund's Telecommuting Program Guidelines.
