Center Liaison
Join a mission-driven organization dedicated to providing high-quality early childhood education and family support services in Orange and Sullivan Counties.
This position supports activities related to daycare licensing, daily operations, and coaching of education staff for the RECAP Head Start program. It is chiefly responsible for program planning, professional development, facilities oversight, compliance monitoring, and supporting continuous improvement across service areas.

Essential Job Responsibilities
Program Planning & Service System Design
Participate in team meetings, home visits, and community events.
Oversee implementation of volunteer/visitor policies to protect child health and safety.
Advise families of center policies, scheduling changes, and concerns.
Monitor compliance with HSPPS, NYS OCFS Daycare Regulations, and CACFP guidelines.
Ensure staffing coverage for absences.
Maintain master binder system for assigned areas.
Data & Evaluation
Use program databases to document progress, compliance, and effectiveness of Practice-Based Coaching.
Review and confirm data in TS GOLD checkpoints.
Ensure confidentiality of child, family, and staff information.
Fiscal Management
Ensure in-kind contributions are recorded for non-federal share requirements.
Request and procure supplies using Fund EZ.
Facilities & Learning Environments
Conduct monthly inspections for fire/safety hazards and correct issues immediately.
Maintain licensing, occupancy, and inspection records.
Ensure required health and safety documentation (e.g., fire alarms, suppression systems, boiler inspections, evacuation plans) is up to date.
Ensure healthcare plans and postings are on site.
Supervise curriculum implementation with Education Manager; ensure fidelity to curriculum, high-quality teacher-child interactions, and responsive environments.
Conduct at least two CLASS observations per classroom per year.
Transportation (Where Available)
Review logs and videos monthly to ensure contractor compliance.
Ensure staff receive training on transportation duties.
Establish systems to maintain ratios when transportation staff are absent.
Coordinate routes with contractors and maintain accurate records.
Technology & Information Systems
Maintain Aspire registry administrative account; monitor staff training entries.
Maintain family/child records through data systems.
Analyze data for program improvement, school readiness, and professional development goals.
Training & Professional Development
Ensure staff complete required 30 hours of training per licensing period .
Ensure education staff complete 15 hours of PD annually .
Provide new staff orientation per NYS Daycare Regulations and HSPPS.
Implement Practice-Based Coaching with fidelity .
Provide intensive coaching to identified staff.
Model effective practices and maintain coaching contracts, action plans, and PD plans.
Facilitate teacher learning through constructive feedback.
Communication
Actively participate in team meetings and case conferences.
Communicate with landlords regarding facility needs.
Model professional communication for staff and families.
Ensure communication is culturally responsive and bias-free.
Maintain communication with Education Manager, Lead Coach, and Program Director on coaching progress.
Ongoing Monitoring & Continuous Improvement
Collect and document progress toward program goals.
Participate in data aggregation/analysis with leadership.
Collect and analyze center-level data and share findings with leadership team.
Human Resources
Review/approve timesheets and Personnel Activity Reports.
Process background checks, fingerprinting, and clearances for staff, volunteers, and contractors.
Address staff concerns promptly.
Ensure staff awareness of personnel policies.
Complete annual performance appraisals.
Administer disciplinary action fairly and in compliance with EEO standards.
Program Governance & Leadership
Make ethical, timely, and informed decisions that align with program goals.
Support organizational change and innovation.
Represent the program at local, state, and regional initiatives.
Attend parent committees, Policy Council, and Board meetings as requested.
Promote consistent communication and collaboration across leadership.

Attend professional development opportunities and initiatives in early childhood education.
Communicate effectively with large groups.
Develop knowledge of community resources supporting education and transition.

Qualifications
Bachelor’s degree in Early Childhood Education, Child Development, or related field.
Experience teaching children ages 3–5 and implementing preschool curriculum.
Knowledge of Adult Learning Principles .
Experience working with diverse populations, including low-income families, children with disabilities, and English-language learners.
Strong interpersonal and communication skills (written and verbal).
Strong organizational and data management skills.
Proficiency in relevant software systems for data management and reporting.
Ability to work independently and collaboratively.
Ability to lift up to 40–50 lbs in emergencies.
Ability to work at a computer and perform repetitive motions.
Valid driver’s license; computer literacy (email, Word, internet navigation); video equipment knowledge.
Must pass physical exam, background check, and fingerprinting screen.
