- SCOPE OF ROLE :
The Developmental Disabilities Division believes that our role in supporting people with Intellectual and Developmental Disabilities is to live meaningful lives as determined by the person . All persons shall live a life with dignity conforming to each personal value system . Our mission is to accomplish this with well-trained staff, access to the quality health care, clinical supports , and a clean and safe home .
The Director, Housing Subsidy is an empathetic and compassionate leader who will focus on enhancing the quality of life of all the people supported in the ir respective program and additional programs when needed . Th ey will l ead the ir program s and staff and ensure that they are continuously improving the quality of the programs and providing excellent quality of life for the people we support. The y will be responsible for ensuring that they are meeting the regulatory and quality standards . They will ensure that people supported are treated with dignity and respect. They will focus on developing strategies to educate , develop their team s so that the mission, vision, and values of the organization are achieved . T he leader will ensure that the expectations and desires of the people supported, and their circle of support are met . They will provide transformational leadership that positions the residential team to adapt to changes in people’s needs as they arise . They will manag e and lead their t eam and provid e 24- hour support in emergency situations . This will include all aspects of their program including direct support.
The salary for this position : Minimum Salary:$95k/yr, Maximum Salary: $105k/yr
- ESSENTIAL DUTIES & RESPONSIBILITIES :
The duties and responsibilities of the Director, H ousing Subsidy include, but are not limited to:
Person Centered Planning
- Ensure s a positive climate that promote s respect and dignity for people supported
- Support s the person’s independence, choice, and outcomes
- Participates in the screening and admission
- Provides prompt, efficient, and personalized support to meet requirements, requests, and concerns
- Coordinate s tours / move-ins / lease signings
- Market s vacant units and work with CCOs to have unit (s) filled
- Assists with getting payments through the OPWDD Housing Assistance Subsidy Program if no other money is available
- Assists persons supported purchase items for their residence by using the OPWDD Transition Stipend and/or Community Transition Services (CTS) and other local resources (as applicable)
- Be an active member of the person’s Circle of Support once they are approved by OPWDD and work with their Care Manager and team on their housing plan for obtaining and maintaining a place to live
- Assist residents with any documents needed to receive the OPWDD Housing Subsidy
- En sure OPWDD Housing Quality Assurance Checklist is completed at least once a year (and as needed) , making sure the residence is safe, helping with any changes that need to be made to the person’s residence to keep it safe
- Collaborate with the person served to prevent or resolve problems with others such as landlords, roommates or other people living in their building, which may place the person’s residence status in jeopardy
- Assist s person(s) supported with completing the Annual Renewal Lease Agreement
- Assist s person(s) supported with completing the Annual Landlord Household/Income Recertification Form
Leadership
- Maintains all records and systems for all residents
- Performs annual quality certification for OPWDD Housing Subsidy and helps people renew their subsidy annually
- Leads meetings with all stakeholders to ensure participation for all members of each person’s circle of support .
- Represent s the d ivision and o rganization by participating on DD councils and IAC committees
- Understands and appl ies appropriate techniques for conflict resolution, crisis prevention, intervention, and resolution
- Provide s round-the-clock responsiveness as part of emergency notifications and assistance .
- Ensures that the program is operating within their established budget
- Partners with the Human Resources Department in all efforts relevant to hiring, developing, and retaining staff (if applicable)
Regulatory
- Maintains a l l records in compliance with OPWDD regulations
- Ensure the observations are completed across all staffing shifts (if applicable)
- Ensure all Fire Safety Regulations are met
- Ensure all agency policies and procedure are followed accordingly
- Partner s with the Quality Assurance and Quality Improvement team to ensure that all standards relative to the residences are met
- Collects all necessary paperwork for LIHTC applications and OPWDD Housing Subsidy applications
- Develops and updates Fire Evacuation Plans for all units
Quality Improvement
- Continually monitors program to look for areas that could improve
- Ensures that the CARF philosophy is implemented and reassessed accordingly
- Ensures that the program is continuously requesting feedback from all stakeholders

- Accountability : Make clear your specific set of expectations for each team member, for the team as a whole and for the process and outcome. Ensure that team members have the capability to meet your
expectations, and if not, provide the necessary training, or delegate to another person . Obtain clear agreement on milestones and on other specific measurements of success throughout the stages of the process. Provide clear, fact-based feedback on progress and overall performance of each team member, and ask for input on what more you can do to help each person succeed
- Critical Evaluation: Ability to generate ideas for service improvement for discussion within multidisciplinary teams including people we support and their advocates
- Teamwork: Ability to work in a team-oriented environment and contribute to the leadership that creates a work environment where the multidisciplinary team supports one another
- REQUIREMENT S
EDUCATION AND EXPERIENCE
- Bachelor’s Degree preferred
Proven experience successfully leading a program
- Experience working with people with IDD
PREFERRED QUALIFICATIONS & SKILLS
- AMAP; S CIP-R; CPR & First Aid is required
- Note: S:US will provide on-t he - job training for such certifications
- Basic computer skills ( e.g., MS Office suite and Windows ).
- Driver’s License preferred
