Project Manager - Professional Engineer (PE) Diver

Littoral Group, LLC is seeking a dedicated and experienced Project Manager - Professional Engineer (PE) Diver to lead underwater and topside inspections, manage waterfront rehabilitation projects, and support overall project delivery.

We primarily serve public agencies and private clients in the greater New York City area, with projects rarely requiring travel outside New York, New Jersey, or Connecticut. We are committed and focused on being the New York Harbor’s foremost waterfront engineering and dive inspection consultants.
Due to increasing demand for underwater inspections, we are hiring an in-house Project Manager - Professional Engineer (PE) Diver to grow our internal dive team. Compensation
Annual base salary: $120,000 - $160,000 (commensurate with education and experience). Additional hourly dive incentive pay for all field days performed as part of the dive crew.

Key Responsibilities
- Prepare project proposals, coordinate with subcontractors/primes, and plan inspections and designs
- Lead or participate in ADCI-certified commercial dive teams for underwater inspections and construction monitoring of waterfront structures, marinas, and ports
- Prepare, review, and mentor others in producing clear, concise inspection reports, cost estimates, and sketches in accordance with ASCE Manual of Practice 130 and NYCEDC Waterfront Inspection Manual
- Oversee, design, and estimate structural rehabilitation projects involving steel, concrete, and timber elements
- Manage waterfront permitting processes for federal, state, and local agencies
- Perform structural design calculations, Quality Assurance/Quality Control reviews, and related tasks for waterfront projects
- Provide topside construction support and occasional on-site oversight of marine construction projects
- Track project budgets, prepare invoicing, and maintain client communications (internal and external)
Required Qualifications
- Professional Engineer (PE) license in New York or New Jersey, with ability to obtain reciprocity (comity) in the other state within 6 months of hire
- Commercial Diver certification from an ADCI-accredited school
- Current commercial dive physical
- ADCI-required supplemental certifications (or ability to obtain prior to start): Oxygen Provider, First Aid, CPR, AED; Boating License; Confined Space Training
- Valid driver's license
- Ability to obtain or currently hold a Transportation Worker Identification Credential (TWIC)
- Bachelor's degree in Civil/Structural Engineering or related field
- 5+ years of relevant experience in the waterfront/marine industry
- Proven experience conducting underwater and topside inspections
- Strong knowledge of safe dive operations and small watercraft handling
- Proficiency in Microsoft Office Suite, Bluebeam Revu, and AutoCAD
- Authorized to work in the United States without sponsorship
- Willingness to travel occasionally with advance notice (always home on weekends)
Preferred Qualifications
- ADCI Dive Supervisor certification
- Master’s degree in Civil/Structural Engineering or related field
- NHI/NBIS Bridge Inspection qualifications
- Experience with structural/geotechnical software (e.g., Ensoft suite, RISA 3D)
- Experience designing marinas or floating structures
- Active involvement in marine professional organizations
Working Conditions and Physical Requirements
This hybrid role requires a minimum of two days per week in the office or field when not diving, with flexibility for remote work otherwise. Work week is 40 – 45 hours, Monday through Friday. This position involves a mix of office-based design/reporting and field/diving work. Field and dive work expose you to varying weather conditions, water elements, and physically demanding environments.
Physical demands include:
- Meeting commercial diving fitness standards
- Lifting/carrying up to 75 pounds regularly (occasionally up to 100 pounds)
- Carrying equipment over rough terrain, climbing, and navigating waterfront structures/watercraft
- Standing for extended periods (up to 8+ hours)
Field schedules may include extended hours, evenings, or nights to accommodate tides, vessel schedules, or environmental conditions, while we aim for employee flexibility, flexibility is limited during active fieldwork.
