SUMMARY: Under the supervision, and reporting to the Chief Program Officer, the Director of Substance Use Services must apply a multidisciplinary approach to promote optimum outcomes in the prevention, diagnosis and treatment of co-occurring disorders of substance misuse clients of BAC.
This position assists in matters of clinical compliance for substance use disorders in accordance with Federal and State regulations.
The Director of Substance Use Services assists with the management of multiple service lines in accordance with behavioral health and substance misuse contract funders including OASAS and SAMHSA.
The position assists with establishing quality measures for substance use service providers agency-wide (including all community, mobile unit, and clinical service sites).
Assists with establishing clinical practice policy and protocols, individual/group supervision, case conferencing, quality assurance & improvement, reviewing treatment plans while setting the pace for a high-performing and productive department.
The Substance Use Program Director will serve as the primary liaison between the agency and other agencies in the substance use continuum (e.g., state hospital, community case management, criminal justice agencies, adult foster care homes, etc.).
The position requires representation of BAC and participation at internal and external meetings as assigned by the CPO. Oversees, GBHI and TREE other grant deliverables..

DUTIES AND RESPONSIBILITIES:

Directs the day-to-day operations and provides clinical oversight in the delivery of substance use services across multiple service areas and delivery sites. Implements programmatic protocols and administrative policies and procedures applicable to mental health service staff and programs to attain program goals and objectives.
Directly supervise professional substance use staff across different service platforms and evaluate employee performance (including annual performance evaluation) to ensure performance measures are met in a manner that respects funding requirements and quality assurance protocols. Conduct on-going assessment of program staff; performance improvement, identifying training needs and creating a yearly training plan to meet those needs.
Makes recommendations for human resources actions to the Chief Program Officer. May oversee or directly provide clinical supervision of staff in both one-on-one and in group supervisory settings.
Makes programmatic and administrative recommendations to the CPO in accordance with the agency/program goals and objectives.
Provide coaching and hands-on supervision as needed with all mental health staff. Works with staff and/or immediate supervisor(s) in cases requiring corrective or disciplinary action and performance improvement planning.
Assists in supervision of Supervisors and other direct-service staff as assigned. Be available “on-call” for crisis intervention consultation at all program levels.

Assist in ensuring compliance in all aspects of providing substance use services either directly or by collaborative efforts with Mental Health, Substance Misuse, and Quality Assurance staff. Provides

clinical guidance and support to substance use programs (Managers), Interns (social work, CASAC, substance use counseling) and Clinical Supervisors in the management of substance use services at all levels and BAC sites.

Stay up to date on trends in standards of practice for substance use providers. Aids in (directly or indirectly) training staff in necessary protocols, diagnosis and treatment methods, and clinical intervention strategies for quality substance use service delivery.
Oversees the departmental new employee orientation training.
Oversees the program’s productivity to meet established standards and to ensure continuity of care in the provision of comprehensive services.
Coordinates communication with other service components of the agency and outside agencies involved with agency clients.
Assists in quality assurance supervisory responsibility over BAC CASAC and Substance Use staff.
Assists with the Administration of grant and contract rules and requirements applicable to the delivery of substance use services. Monitor performance of substance use services staff to ensure productivity standards are consistent with funding requirements.
Work with Quality Assurance staff to provide guidance in proper charting/documentation practices to meet OASAS standards and funding requirements. Troubleshoot problems with charting through root-cause analysis and development of new policies to assist substance use services staff in proper service documenting/billing practices. Work with Evaluator/CQI Coordinator and Compliance Coordinator to ensure clinic standards are met.
Provide regular reports to the CPO and others on all aspects of substance use services programs. Organize and present program performance details as needed and directed by Chief Program Officer.
Attend, participate in, and report at various internal and external (off-site) meetings and trainings as required. Represent Behavioral/Substance use services at internal (BAC) meetings of clinical staff using an interdisciplinary approach to patient/client care.
Maintains professional proficiency by attending trainings, workshops and other relevant professional development events approved by the CPO. Make recommendations on quality improvement measures based on current best practices.
Maintain confidentiality regarding privileged administrative and client information in a professional manner.
Is a member of the multidisciplinary, behavioral healthcare team for the substance use services and communicates and interacts with all levels of staff, primary care providers and patients.
Participates in the development, implementation, and revision of the budget, health, and business plan across different service platforms.
Exceptional understanding of Medicaid, Managed Care and Private insurance billing as well as value-based and projects.
Adheres to the standards and policies of the Organizational Privacy/Security and Compliance Programs, including the duty to comply with applicable laws and regulations (HIPAA, OSHA, OMH, OASAS, CCBHC guidelines, and other State and Federal laws). This also includes reporting to the Board of Directors, Compliance Officer, Privacy Officer, supervisor, or suggestion box, any suspected unethical, fraudulent, or unlawful acts or practices.
Performs other related duties as assigned.

Acts as a liaison with SAMSHA project officer.
Assess staff’s ability to interpret and understand the vocabulary of victimization and trauma.
Ensures the agency complies with all relevant federal, state, and local laws and regulations regarding client and staff safety, cleanliness, and accessibility.

KEY PERFORMANCE INDICATORS

All program deliverables will sustain a minimum of 80%

Increase staff Productivity to 1500 billable minutes a week.

Increase client Show Rates to 90% for admitted clients.

Increase referrals to programs by 100%

Maintain at least 95% collection rate in all billable programs.

QUALIFICATIONS: Minimum Masters in Social Work and LCSW Licensure
Must have at least 3 years administrative experience managing programs for Substance Use, Mental health and/or dual diagnosed populations.
Knowledge of OASAS Article 32 clinic regulations. Experience managing outpatient clinics is highly preferred.

At least 5 years clinical supervisory experience.

Must be proficient in medical billing with an understanding of revenue cycle management as it relates to data capture for creating claims—i.e., familiarity with medical coding, etc.
Clinical expertise in crisis intervention, skill in working with the substance use population, and with individuals undergoing acute episodes of substance use distress; skill in diagnosis and assessment.
Ability to work as part of a comprehensive community substance use team and to represent the agency in the community.
Skills in supervising, evaluating, and disciplining staff of professionals and paraprofessionals.
Familiarity with community support systems, health care and human service resources, court, and police activities, etc.
Good organizational skills and administrative abilities.

Flexibility in days and hours available for scheduled work including weekends.
Knowledge of and the ability to adhere to a professional code of ethics.
Knowledge of and the ability to comply with the state’s substance use code.
Demonstrated progressive advancement in managerial/administrative position, particularly in the healthcare field.
Evidence of mature judgment and leadership skills.
Ability to effectively present information both orally and written to administration, the public and/or Board of Directors.
Ability to work as a team member.
Computer literacy and knowledge of EHR systems are required.
Data driven ability to understand and use data to drive decision making regarding business decisioning.
Ability to work with a culturally diverse group of people

Ensure all data collection are accurate and complete, and done in a timely manner.
