Supervision Of Division Code Compliance Specialists

Duties Description

  • Review and guide CCS1 inspections, notices of violation, and documentation for accuracy, completeness, and compliance with statutory timeframes.
  • Monitor annual fire safety inspections to ensure deficiencies are re-inspected and resolved within 60 days.
  • Confirm that notices of violation are issued promptly, documented correctly, and closed upon compliance.
  • Provide feedback and direction to CCS1s on enforcement practices, reporting, and corrective actions.


Coordination Of Systemwide Programs

  • Collect and certify documentation from divisions for inclusion in the annual Department of State 1204 report.
  • Lead the Thruway-wide building condition scoring system inspections.
  • Standardize construction permit activity across all four divisions to ensure consistency in plan reviews, technical comments, and inspection documentation.
  • Ensure accuracy and uniformity of data entry, reporting, and record-keeping across all divisions.


Technical Leadership And Special Projects

  • Serve as the principal point of contact for external stakeholders, including Applegreen, Health & Safety, and other Authority partners, on all code-related matters.
  • Handle permitting, review, and oversight for specialized Authority-wide projects administered through Headquarters (e.g., radio tower upgrades, new fueling facilities).
  • Collaborate with business analysts and IT staff to develop, modernize, and improve code enforcement software, applications, and technical processes.
  • Research, update, and maintain standardized inspection checklists, applications, and technical documents used by all divisions.
  • Interpret and apply provisions of the Uniform Code and Energy Code; assist in the development and implementation of Authority-wide code enforcement policies and procedures.
  • Ensure compliance with applicable laws, rules, and regulations governing building codes and fire safety standards; serve as liaison with legal counsel on enforcement matters.
  • Analyze inspection and enforcement data to identify trends, evaluate program effectiveness, and recommend improvements to code compliance operations.
  • Collaborate with various state and local entities to ensure consistent enforcement practices and share best practices in code compliance.


Training And Development

  • Develop and provide training programs for CCS1s on changes in the Uniform Code, Energy Code, software systems, Authority procedures, and enforcement procedures.
  • Deliver instruction and updates on enforcement software and system enhancements.
  • Audit divisional practices and recommend corrective actions or retraining where deficiencies are found. Ensure CCS1s remain current with continuing education requirements as Code Enforcement Officials.


Support And Back-Up Functions

  • Act as a floater to divisions, performing inspections, plan reviews, or permit issuance when CCS1s are unavailable.
  • Assist divisions in managing workload peaks, special projects, or time-sensitive compliance issues.


Ny Helps Minimum Qualifications

Minimum Qualifications

Must Have An Active Certification As a Code Enforcement Official Pursuant To Title 19 NYCRR, Part 434, Or Part 1208 AND

Either 1. Seven years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff;

Or 2. an associate's degree** in architectural engineering, architecture, civil engineering, construction technology/management, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff;

Or 3. a bachelor's or higher degree** in architectural engineering, architecture, civil engineering, construction technology/management, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience* as described below, which must include one year of supervision of subordinate staff.

Or 4. an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

  • Qualifying Experience: is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
  • Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.


Non-Qualifying Experience: Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building codes or fire codes; experience as a firefighter where responsibilities do not include conducting fire code or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Pay Information

The salary range for this position includes all applicable annual components of pay which are:

Base Pay Range from Hiring Rate $83,294 up to Job Rate $117,293.

Recruitment & Retention Pay: $7,000.
