Evaluation Specialist, Bureau of Hepatitis, HIV, and STI
Job Description
The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections.
BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's HIV Care and Treatment Program (CTP) is the Recipient of the Ryan White HIV/AIDS Program (RWHAP) Part A grant, the RWHAP Ending the HIV Epidemic (EHE) cooperative agreement, and the Housing Opportunities for Persons with AIDS (HOPWA) grant. CTP consists of six units: 1) Quality Management & Program Implementation, 2) Program Planning & Compliance, 3) EHE Initiative Services, 4) Housing Services, 5) Special Projects & Initiatives, and 6) Research and Evaluation. Working closely with other Evaluation Specialists, Data Analysts, and Senior Research Analysts, this Evaluation Specialist in the Research and Evaluation Unit will contribute to evaluation and reporting for RWHAP programs and assist on other projects as needed. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Providing specifications, testing, documentation, and provider/user support and materials on data systems, including the Electronic System for HIV Reporting and Evaluation (eSHARE).

Developing data collection tools and/or analytic methods to identify populations of focus, inform quality management/improvement, assess program outcomes, and reduce health disparities.

Cleaning, managing, matching, analyzing, and displaying data using analytic software packages (primarily SAS).

Reviewing syntax/code and supervising task completion for analyses by other REU staff.

Interpreting and disseminating findings through reports, presentations, and papers for publication.

Developing and managing multiple research/evaluation projects.

Participating in core unit activities, including responding to data requests.

Supporting the local public health response to emergencies.
PREFERRED SKILLS:
-
Strong analytical, organizational, and communication skills.
-
Knowledge of SAS (programming and analysis), Tableau (data visualization), and Adobe Acrobat, as well as Microsoft Excel, PowerPoint, and other MS Office software.

Experience with analyzing large health services program data sets and/or surveillance data sets.

An appreciation for data quality and program quality management.

Capacity to maintain multiple projects simultaneously, maintain productivity under pressure, and function effectively both independently and as part of a team.

Knowledge of HIV prevention and treatment, populations most affected by HIV, key HIV outcome measures, and structural determinants of health outcomes.

Effective translation of scientific information to facilitate its application in policy and practice.

Ability to work effectively with a diverse staff of scientists, IT specialists, planners, clinicians, program managers, and service providers within the NYC Health Department and at external agencies, as well as clients/consumers who participate in community planning and research review processes.

Qualifications
For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
