JOB SUMMARY:

The Director of Quality Assurance and Quality Improvement (QA/QI) for Child Welfare Programs, is responsible for all aspects of QA/QI oversight of several family support/preventive service sites in Brooklyn and Queens and one foster care program serving Brooklyn and Queens. With leadership, oversight and supervision of the QA/QI team, the director maintains overall responsibility of the Quality Assurance/Continuous Quality Improvement Plan and related quality planning activities. Director ensures the organization is consistently providing best practice services and maintains compliance with accepted operating principles and policies and procedures. Responsible for promoting, coordinating, and/or performing quality improvement monitoring and evaluating of programs and staff. The director and their team trains staff in total quality improvement performance. Provides consultation to programs and supervises staff efforts to meet established quality improvement criteria.

DUTIES AND RESPONSBILITIES:

  • Manage quality assurance systems and processes to ensure compliance with funder’s contract requirements and best practice in child welfare.
  • Monitor and evaluate program compliance with agency policies, as well as regulations from NYCACS, NYSOCFS, and other government oversight agencies.
  • Lead and/or conduct internal audits and case record reviews to provide objective, actionable data on program and practitioner performance.
  • Prepare corrective action and performance improvement plans per funder specifications.
  • Represent CHFS quality assurance practices and quality improvement initiatives to government oversight agencies, including NYCACS and NYSOCFS.
  • Oversight of staff responsible for foster care billing and foster parent payment systems to insure compliance with billing regulations and timely processing
  • Oversight and supervision of QA/QI team
  • Analyze, interpret, track, and communicate statistical data to staff at all levels.
  • Investigate complaints and incidents relating to workplace relations and client or stakeholder concerns.
  • In collaboration with child welfare program leadership and Director of Workforce Development, coordinate training and staff development initiatives related to performance improvement.

· Reviews client records for compliance to applicable standards, regulations, laws, and codes.

· Monitors service delivery documentation for quality, thoroughness and timeliness.

· Prepares reports and action plans to address deficiencies.

· Monitors compliance with The Health Insurance Portability and Accountability Act (HIPAA) and prepares reports and action plans to address deficiencies.

· Assists leadership team in preparing for audits.

· When assigned, responds promptly to grievances by clients.

· Track and report significant events and provides follow up to programs as needed.

· Provides technical assistance on federal and state laws, rules, contractual requirements and programmatic and procedural issues.

· Participate in internal and external workgroups and interdisciplinary meetings.

  • Perform other duties as assigned.

QUALIFICATIONS:

· Master’s Degree in Social Work, Public Administration, Data Analytics or related field or Bachelor’s Degree with 7 to 10 years leadership experience in QA/QI.

· Ten plus years’ experience in child welfare services, five of which must be in a managerial/supervisory role. Knowledgeable and experienced in managing administrative duties related to NYCACS funded foster care and preventive programs.

· Experienced in using EVOLV, CONNECTIONS, PROMIS, and Data Warehouse to gather data, measure accountability and outcomes.

· Leadership experience in Quality Assurance and Continuous Quality Improvement in Child Welfare and ability to integrate QA/QI initiatives, data and outcomes with program efforts.

· Strong supervisory skills with the ability to be supportive while also holding staff accountable.

· Ability to effectively collaborate with Child Welfare directors in order to improve practice across departments.

· Proven track record of leadership and use of data to drive program outcomes.

· Strong verbal and written communication skills are required,

· Must be computer literate, and experienced using Microsoft Office; Excel, PowerPoint, and SharePoint.

· Bilingual in Spanish is a plus but not required.
