Duties Description Under the direction of a Manager Information Technology Services 1, SG-27, within the Dedicated Support/OCFS/OCFS team, the position will serve as a member of the CONNECTIONS Application Design team, working with OCFS to create and document technical solutions for system-change requests and new web applications. Specific duties include, but are not limited to: - Lead and participate in requirements gathering and design sessions for development of required functionality. - Translate user requirements into technical designs - employing strong analytical and writing skills.- Work closely with both business Subject Matter Experts (SME) within the customer agency as well as technical SMEs to create solution recommendations and develop robust system documentation. - Shepherd system-change requests and new-design applications through all phases of the System Development Lifecyle, acting as a liaison between business requirements and technical development and testing. - Create design and analysis visualizations to demonstrate approved solutions - including flow charts, process modeling, and data analysis tools.- Assist in project management activities related to the design and development of new child welfare-related web applications. - Communicate effectively with various stakeholders -including business users, technical teams, and management. - Supervise junior members of the CONNECTIONS Design team, as needed.
Minimum Qualifications A bachelor's degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.**An associate degree in a related field can substitute for two years of specialized experience; a bachelor's degree in a related field can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.Some positions may require fingerprinting.Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
