Duties Description

The NYS DMV Division of Personnel is responsible for the administration of and providing information to management and employees on activities related to Human Resources including but not limited to: recruitment, hiring, classification of Civil Service titles, Civil Service exam planning, job fairs, assist management with employee performance issues, assist employees with time and attendance, benefits, time card maintenance, workers compensation management, and provide expertise on policies, CS Laws and Payroll questions; provide in-person and written trainings to supervisors and employees on Human Resource topics.

Under the general direction of a Human Resources Specialist 2, G-23, a Human Resources Specialist 1, G-18, assists program managers and advises employees in all aspects of employee services, payroll, employee benefits, and time and attendance.

Human Resources Specialist 1 or Traineeship duties consist of, but are not limited to:

  • Demonstrating the ability to communicate effectively and accurately both orally and in writing;
  • Maintaining impeccable confidentiality standards as Human Resources deals with personal information, sensitive situations, and is involved with the Office of the Inspector General and Office of Employee Relations investigations;
  • Advising program managers, supervisors, employees and the public on various HR issues both verbally and in writing in accordance with NY State Personnel Management Manual rules (SPMM), Civil Service Law, negotiated agreements, agency policies and directives;
  • Participating in recruitment opportunities with management, including creating and evaluating responses to posting for positions, attending job fairs or recruitment events, and facilitating hiring events;
  • Assessing eligibility of candidates from postings and list canvasses, auditing list appointment information to ensure legal appointments, orientations and onboarding;
  • Assessing employee eligibility for benefits and leaves such as FMLA, Sick Leave, assessing questions regarding health insurance benefits, etc.;
  • Preparing personnel transactions and working with the Payroll Unit to process transactions timely and accurately, ensuring transactions are in accordance with rules, regulations, and policies, and resolving problems as they arise;
  • Demonstrating the ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet, and databases at an acceptable rate of accuracy and speed;
  • Demonstrating the ability to prepare and maintain program records and routine reports;
  • Maintaining various databases used for Payroll, Employee Services units, Management Services units and HR specific database used for List Management; possessing knowledge in manipulation of all Microsoft Office Suite programs with a preference in Microsoft Access;
  • Researching and preparing DMV classification/reclassification requests;
  • Participating professionally in meetings, trainings, and work groups as required;
  • Attending and presenting Human Resource information at trainings, and onboarding new employees;
  • Maintaining composure and professionalism at all times, as interactions between management and employees may become difficult or be of an extremely confidential or sensitive nature;
  • Demonstrating the ability to establish and maintain effective working relationships with others;
  • Demonstrating the ability to deliver and receive constructive feedback in a professional manner;
  • Supervising and training new and existing support staff;
  • Occasionally traveling throughout the State.

Qualifications

Minimum Qualifications

To be eligible for the Human Resources Specialist 1, G-18, or Human Resources Specialist Trainee 1/2, G-NS, position you must meet one of the following conditions as detailed below:

For NY HELPS appointment*: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Human Resources Specialist Trainee 1, G-NS (Equated G-14)

Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist Trainee 2, G-NS (Equated G-16

Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist 1, G-18

Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Substitution: An associate's degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer

One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.

Reinstatement

If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment

This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.

Individuals who are eligible for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) eligible lists are also encouraged to apply.

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
