Duties Description The incumbent of this position will report to the Incident Management Team within the Office of Emergency Management. Duties include but are not limited to the following: ·Assist in maintaining credentialing and training requirements for team members. ·Plan and coordinate the movement of the team to assigned missions and training. ·Deploy as a member of the State Incident Management team (IMT). ·Utilize DHSES Learning Management System (LMS) to coordinate and track IMT specific training courses. ·Provide team members with information on training and deployment opportunities. ·Prepare course materials for scheduled classes. ·Manage training supply needs. ·Manage the team NET card in support of team operations. ·Assist in developing cost estimates for planned training. ·Track team availability through bi-weekly surveys. ·Review and process applications for IMT membership. ·Facilitate team conference calls as needed. ·Review and update the IMT Standard Operating Procedures. ·Inspect and maintain IMT equipment. ·Travel may be required, approximately 20%, including during evenings and weekends, depending on assignment. ·Other duties as assigned.

Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.Substitutions : an associate degree in a related field can substitute for two years of specialized experience; a bachelor's in a related field degree can substitute for four years of experience.*Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning. REASSIGNMENT/TRANSFERCurrent New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 1 and are interested in reassignment OR are a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: Employees on the Civil Service eligible list will be considered. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency's Telecommuting Program Guidelines. ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
