Job Summary

The Department of University Police & Public Safety at SUNY Downstate Health Sciences University is seeking a full-time Deputy Chief of Police.

The Deputy Chief of Police will be an integral member of the University Police leadership team and an essential part of all policy and process decisions related to the department. This position reports directly to the Assistant Chief of Police and is responsible for oversight and administration of the University Police Investigations Unit, developing and implementing goals and objectives, and evaluating programs and activities related to the Investigative Unit.

Additional Key Responsibilities

  • Designs and implements crime prevention and other key programs.
  • Oversees the investigation of crimes and incidents using the full range of investigative techniques available, including surveillance (overt and covert video surveillance) and interviews to assist in the apprehension and prosecution of suspects and violators.
  • As required, interviews victims, complainants, witnesses, and suspects to obtain information used in determining criminal guilt, recovering stolen property and written depositions and/or accusatory instruments while exercising discretion in determining the content, scope, and extent of questioning and observing the civil and constitutional rights of those questioned.
  • Confer with other internal and external law enforcement officials and district attorneys to convey and obtain information relevant to the conduct of an investigation.
  • Develop positive, cooperative relationships between the University Police the campus community, and local police precincts through meetings with faculty, staff, students, and local police officials.
  • Conducts/supervises confidential background investigations of prospective employees and supervises University Police Investigators and staff assigned to the unit.
  • Schedules and assigns cases; providing written and oral instructions regarding said cases.
  • As requested, assists other law enforcement agencies in their investigations, such as the NYPD, and other State and Federal agencies; Provides guidance and assistance in gathering and evaluating evidence.
  • Observe and discuss the progress of investigations and review written reports prepared by subordinates.
  • Acts as the department’s TERMINAL AGENCY COORDINATOR (TAC) for DCJS and EJustice.
  • Oversees the administration of the University Police active shooter program, ensuring that all sworn personnel are appropriately trained and meet DCJS training requirements and certification.
  • Oversees the purchase of weapons and equipment necessary for the administration of the program.
  • Ensures that all active shooter weapons and equipment are maintained and secured properly.
  • Researches and schedules training opportunities as appropriate.
  • Provide guidance and support relating to the supervision of the day-to-day operations of the University Police Patrol Staff.
  • Works closely with Inspectors and Supervisors regarding Labor Relations issues; monitors staff time & attendance, performance evaluations, and disciplinary actions; staffing levels and assignments; trains new University Police Inspectors and Supervisors; coordinates with the team regarding special events on and around campus; assists with special requests from Sr. Administration; and other matters requiring University Police assistance.
  • Be responsible for the procurement of, oversight, and supervision of all contracted security personnel.
  • Work closely with other University Police senior administration to develop and implement policies and procedures related to patrol staff, administrative staff; University Police campus policies, SOP’s, and training and development of all staff.
  • Assist with oversight of the department budget and will act as the department’s liaison with Federal, State, and local law enforcement officials and agencies.
  • Perform other duties as requested by the Chief, Assistant Chief, and Sr. Administration.


Required Qualifications

  • Current certification to serve as a sworn police officer in New York State.
  • Bachelor’s Degree.
  • Prior experience in a supervisory role in a certified New York State Police Department.
  • Must have completed training in criminal investigations through a New York State certified police department.
  • Minimum of 3 years of experience working as an investigator/detective in a New York State certified Police Department.
  • Expert knowledge of the procedures, methods and techniques of criminal investigation and knowledge of the New York State Penal Law and Criminal Procedure Law.
  • Experience conducting and supervising both criminal and internal investigations.
  • A strong service orientation and a demonstrated ability to work in a diverse multicultural and complex community.
  • A demonstrated commitment to training and staff development.
  • Proficiency in database management, Microsoft Office, and familiarity with various security systems.
  • Certification as an instructor for police personnel.
  • Experience working with Sr. Police Administration on the development of policies and procedures.
  • Previous command experience in a leadership position above the rank of Lieutenant in the State University of New York Police System.
  • Division of Criminal Justice Services (DCJS) Police Instructor Certification.
  • Excellent oral and written communication skills.
  • Valid New York State Driver’s License.
  • Have a motor vehicle record which is free from major violations or a pattern of repeat violations.
