Job Announcement: Epidemiologist (full-time)
SALARY RANGE: $62,000.00 to $67,500.00
This is a full-time, provisional appointment. Permanent appointment is contingent upon Civil Service examination
This is professional level work which involves the study of patterns in health outcomes and determinants of health for disease prevention and health promotion. This position is responsible for development, planning, and implementation of activities related to community health assessments and community health improvement plan programs. The incumbent will analyze, interpret, and report on surveillance trends in health data, and apply epidemiologic methods to the investigation of diseases. This position will be expected to evaluate programs and policies and support strategic planning and needs assessment. The incumbent performs epidemiologic and outbreak investigations, promotes public education, and provides feedback on data points as well as functioning and usability of data dashboard. Additionally, the incumbent performs quantitative and qualitative research and analysis and provides direction, coordination, evaluation, and assessment for all functional program areas in accordance with policies and guidelines. Work is performed under the direct supervision of the Public Health Director and/or the Deputy Public Health Director with latitude for the exercise of independent judgement in planning, developing, and recommending services. Supervision may be exercised over technical and clerical personnel. Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS : Good knowledge of population-based disease prevention and control; Good knowledge of the principles and practices of the agency and public health program administration; Good knowledge of current public health issues, problems, and concerns within the community; Ability to evaluate efficiency and effectiveness of programs and document same; Ability to organize, analyze, and evaluate communicable disease and public health data and implement appropriate interventions; Ability to identify complex problems and review related information to develop and evaluate options and implement solutions; Ability to describe and present technical information or concepts on a variety of levels to suit a targeted audience; Ability to assess the implication of research results for public health policy and programs, and to advise administrators and stakeholders of results; Ability to represent the department and communicate effectively, both verbally and in writing, with the public, legislators, the media, outside agencies, and other County departments; Ability to work effectively with individuals, families, and professionals; Ability to plan, supervise, and coordinate activities of professional and paraprofessional staff; Ability to operate a personal computer and utilize common office software programs, including word processing, spreadsheets, and databases; Good judgment, tact, and courtesy; Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS : Either:
A. Possession of a Master’s degree in Public Health with a concentration in epidemiology, biostatistics, or other health science; OR
B. Possession of a Master’s degree in Public Health or a related field which should have included a minimum of ten credit hours in biostatistics and/or epidemiology AND two (2) years of experience in technical or quantitative public health research or biostatistical analysis; OR
C. Possession of a Bachelor’s degree AND three (3) years of full-time experience conducting data collection, analysis, and reporting in support of surveillance and epidemiologic investigations.

SPECIAL REQUIREMENT: Possession of a valid New York State driver's license at time of application and that license must be maintained throughout employment.
