Duties Description The Professional Engineer 2 (Civil) duties will include, but are not limited to the following: - Serves as lead Quality Assurance Coordinator for the district. - Coordinates constructability reviews and ensures quality assurance of construction documents, specifications, and cost estimating for internal and consultant design projects.- Communicate with project managers on issues of clarification or to convey the need to make corrections to submitted documents.- Provides training to project managers on topics of constructability, construction management, quality assurance, and quality control.- Oversees internal construction management tasks and supervises project managers performing in-house construction management. - Attends construction progress meetings for projects providing internal construction management. - Mentor and provide guidance to lower-level staff on construction management tasks and successfully communicating with contractors.- Provide direct oversight of contractors and onsite management of construction projects. Coordinates and observes work for general conformance of contract documents.- Supervises lower-level staff in construction management and project management tasks.- Assigns, supervises, and inspects work done by staff and contractors, and reviews changes to meet field conditions for assigned projects, and ensures deadlines are met.- Provides technical expertise to subordinate staff daily and guides their work in the field to ensure work is conducted according to plans and specifications.- Serves as Project Manager for a wide range of large or complex projects.- Perform value engineering to optimize work for the public's benefit.- Generate quantity take-offs and cost estimates for engineering projects.- Establish project scopes and estimates on existing or proposed new buildings and/or infrastructure, providing input into the agency's capital plan.- Manage and coordinate consultant design contracts; perform technical and constructability review and coordinate it with department leadership and regional administration.- Track project schedules in relation to expected milestones and ensure that consultant work orders are completed on schedule and within budget.- Prepare detailed reports on the projects' progress, budget, and schedule.- Perform engineering analysis and design calculations, and prepare plans and specifications of varying complexity for all phases of design; prepare complete contract documents for in-house and consultant-designed projects.- Sign and seal contract documents as needed.- Undertake construction administration, conducting regular field visits to oversee construction activities, including closeout and turnover.- Attend meetings, prepare minutes, reports, and letters, and communicate with other departments, agencies, private engineering consulting companies, and contractors.- Coordinate project-specific interagency issues, such as permits, filings, and approvals.- Serve as a subject matter expert, technical leader, and engineer of record on projects.- Works closely with capital management, the agency's code compliance, and ADA directors.- Carry out the directives of the Capital District Manager, as related to managing projects and staff.

Minimum Qualifications FOR PERMANENT APPOINTMENT:To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list for this title.70.1 Transfer Qualifications:Candidates must have one year of permanent competitive or 55b/c service as a Transportation Maintenance Engineer 1 (Waterways) OR as a Professional Engineer 2 with one of the following parenthetical title designations: Civil/Construction, Civil/Geotechnical, Civil/Materials, Civil/Structural, Civil/Transportation, Electrical, Environmental, Industrial, Mechanical, Mechanical/HVAC AND possess a New York State Professional Engineer's license and current registration.Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. A comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at PROVISIONAL APPOINTMENT:In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For a provisional appointment candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Professional Engineer 1 (Civil) AND possess a New York State Professional Engineer's license and current registration. The appointed candidate must take, pass and be reachable on the next holding of the examination to be appointed permanently.FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion (NCP) to the position of Professional Engineer 2 (Civil) in the Central Region, Capital Bureau.A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the position's minimum qualifications if all requirements of an NCP are met. Said requirements include that there three or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.The promotion field for the Professional Engineer 2 (Civil) position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Professional Engineer 1 (Civil) AND possess a New York State Professional Engineer's license and current registration.Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Professional Engineer 2 (Civil) promotion exam.FOR PROMOTIONAL APPOINTMENT:New York State Professional Engineer's license and current registration, and one year of service as a Professional Engineer 1 (Civil)

Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 27 ($106,898) and Geographic Pay Differential ($7,000).
