DEPUTY COMMISSIONER OF SOCIAL SERVICES for Schoharie County Starting Salary: $76,037

This position assists the Commissioner of Social Services in administering the local public welfare program in one of the Social Services districts in the State. The Deputy Commissioner of Social Services is responsible for assisting the Commissioner of Social Services in formulating departmental policies and procedures. This person is responsible for defining and overseeing the orientation and training for all departmental personnel. The incumbent is also responsible for planning, coordinating and overseeing the work of the departments computer operations staff in conjunction and consultation with the Central Data Processing Department. The incumbent will also be responsible for long range planning, resource allocation, and development of

an annual budget for various departmental functions by division and/or assignment by the Commissioner of Social Services. The work is performed under the general direction of the Commissioner of Social Services with broad latitude allowed for planning the work of others and setting procedures and order of tasks to be completed. General supervision is exercised over the work of Division Supervisors. Acts in the absence of the Commissioner; does related work as required.

MINIMUM QUALIFICATIONS:

(A) Graduation from a regionally accredited or New York State registered college or university with a bachelors degree and three (3) years of full-time, paid experience in a human service agency responsible for the administration of public welfare programs in an administrative or supervisory capacity with substantial responsibility for planning, directing, and coordinating the work of subordinate staff in a large unit or several units performing different functions; OR (B) Graduation from a regionally accredited or New York State registered college or university with an Associates Degree and five (5) years of full-time, paid experience in a human service agency responsible for the administration of public welfare programs, three (3) of which must have been in an administrative or supervisory capacity with substantial responsibility for planning, directing and coordinating the work of subordinate staff in a large unit or several units performing different functions; OR (C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

NOTES: Part-time employment can be pro-rated to count towards full-time (based on number of hours worked per week) and a higher level of education can be pro-rated for experience up to a year. A masters degree from a regionally accredited, or New York State registered college or university in social work, public administration, hospital administration, or education administration may be substituted for one year of the paid supervisory experience.

SPECIAL REQUIRMENT: This class requires extensive travel. Incumbents will be required to possess a valid, appropriate level, New York State Motor Vehicle operators license, or otherwise demonstrate the ability to meet the travel needs of the job.
