Duties Description Under the direction of the Information Technology Specialist 4, within the Digital Transformation Office, Digital Experience Bureau, WebNY Website Services Section, the Information Technology Specialist 3 provides complex liaison activities to internal WebNY, ITS and the Governor's Digital Teams, all State Agency external teams and third-party vendors. The incumbent must be familiar and knowledgeable of all ITS services offerings, have an in-depth knowledge of the ITS organizational structure, policies and procedures and be able to engage, respond and collaborate with ITS Partners effectively.· Detailed technical understanding of website development platforms, as well as all areas of technical expertise that comprise all facets of WebNY associated services.· Build and enhance relationships with client agencies.· Communicate both orally and in writing with Executive level staff, gain a thorough understanding of agency public business and service delivery missions, and the programs and user's the agency serves. Through this knowledge, the CEM effectively advocates and supports Agency requests for technology solutions within WebNY.· Communicate orally and in writing to Agency Executive Level Teams.· Advocate and act as a technology liaison for all Web Services for all State Agencies.· Communicate, collaborate and lead engagement activities with ITS Deputy Commissioner's for Technology.· Engage all WebNY Team leads (SG-25s) on behalf of client agencies.· Engage in strategic planning with WebNY Leadership on all unit client facing service offerings and communication campaigns for all State Agencies.· Collaborate with the NYS Digital Team on all website activities.· Assist WebNY Leadership in carrying out overall ITS initiatives.· Participate with WebNY Leadership to assess NYS newly enacted legislation and impact on both internal and external operations.· Assist WebNY Leadership in project planning to ensure availability of personnel resources.· Advanced level understanding of all ITS services.· Engage all areas of ITS SMEs and service offerings.· Serve as back up to WebNY Project Managers and leads Project as needed.· Ability to set priorities within a multi-project environment.

Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
