Purpose of assignment:

The UNICEF Evaluation Office (EO) is commissioning a global evaluation on humanitarian access and principled action in complex, high-threat environments [Staying and Delivering: Principled humanitarian access in complex and high threat environments]. Building on the 2019 Coverage and Quality evaluation and responding to ongoing challenges, it will provide an impartial assessment of the relevance and effectiveness of UNICEF’s institutional approach to humanitarian access, highlighting progress, challenges, and key influencing factors. The evaluation aims to strengthen accountability to affected populations and partners and generate learning to guide future action in this area of work.

Scope of work:

The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:

  • Leads the evaluation process.
  • Ensures methodological rigor.
  • Assigns tasks and responsibilities across the evaluation team.
  • Manages deliverables and coordinates with UNICEF EO.
  • Holds overall responsibility for the quality, coherence and coordination of the evaluation.

Minimum requirements: QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES T

Education: Master’s degree in social sciences/international Relations or related fields

Work Experience: Over 15 years of demonstrated experience leading multidisciplinary evaluations, with a focus on humanitarian action.

Skills:In-depth knowledge of evaluation methodologies and mixed method approaches.

• Experience with remote and in-person data collection and a strong understanding of ethical considerations in evidence generation.

• Excellent project management skills, including demonstrated ability to meet deadlines in challenging environments.

• Knowledge of the UN system, UN programming and UNICEF emergency responses.

• Excellent analytical, communication and writing skills

• Demonstrated experience engaging effectively with diverse stakeholders (internal and external) and managing client relationships throughout complex evaluation processes.

• Ability to integrate gender, age, disability, and other equity considerations into evaluation design, data analysis and reporting.

• Language Requirements: English required; other UN languages considered an asset).

Desirables:

• Other UN languages considered an asset

• Prior experience leading humanitarian evaluations for UN agencies; UNICEF experience considered an asset.

• Demonstrated knowledge of or published work on humanitarian access and humanitarian principles considered an asset.
