Duties Description The New York State Education Department's Office of Education Policy is seeking candidates to fill the position of Coordinator, Education Programs to lead the Office of Educational Management and Facilities Planning Services. This Office, reporting to the Deputy Commissioner for P-12 Operational Support, encompasses the Office of Educational Management Services and the Office of Facilities Planning. The Coordinator will be responsible for the development of Department policies, regulations and laws which reflect the diverse needs of schools, districts, and other stakeholders and will ensure compliance with existing State and federal rules and regulations. Other duties of this position include, but are not limited to, the following:- Oversee state supported programs including state building aid, transportation aid, BOCES aid, Smart Schools Bond Act, Contract for Excellence, and other programs totaling over $6 billion;- Coordinate the development and preparation of reports on Department initiatives within the office and present such information to the Board of Regents, Commissioner of Education, Governor's Office, and Legislature, as appropriate;- Direct and coordinate administrative and fiscal processes and procedures;- Oversee the development and distribution of technical assistance resources focused on the management of New York State school districts and BOCES and their use of education resources;- Provide oversight of school district-provided pupil transportation services to resident pupils attending public and nonpublic schools;- Provide state oversight in school district governance, organization, and boundary issues;- Provide oversight of school and district facilities planning, including the issuance of building permits and the provision of technical assistance to school districts, architects and engineers focused on solving school building needs with consideration of educational and planning efficiency, conservation of natural resources, initial and life-cycle costs within the context of the most recent state and federal laws;- Review and analyze proposed legislation and regulations and propose amendments to legislation and regulations, as necessary;- Ensure appropriate and ongoing proactive communication with school business officials and other applicable stakeholders;- Communicate effectively and maintain working relationships with state and federal officials, local governments, business and community-based organizations; and- Perform other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:- A master's degree in the area of education (early childhood, elementary, and/or secondary), public policy, public administration or other field related to education and seven years of educational and/or administrative experience in an educational program or organization, which must include three years at a managerial level involving the development, implementation and evaluation of programs and policies; or directing, overseeing and evaluating academic programs and performance for students in prekindergarten to twelfth grade; or providing technical assistance to schools in the development of academic programs for students in prekindergarten to twelfth grade.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Coordinator, Education Programs.Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title deemed eligible for transfer under Section 52.6 of the Civil Service Law. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a Master's degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 20% in-state/Statewide travel. This position leads to a maximum salary of $178,874 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
