Manager, Leasing Operations
About the Role
Reporting to the Manager, Properties & Commercial Development, JFK Airport, the Manager, Leasing Operations serves as a crucial role in supporting the guidance and directions of the JFK Properties & Commercial Development unit staff in connection with the management and progress of properties transactions and managing administrative staff. This includes leading and supporting lease negotiations that maximize return on investment consistent with JFK revenue objectives; initiating space utilization strategies in support of the department’s land use planning goals, implementing courses of action addressing policy and compliance matters, coordinating with internal stakeholders.
The JFK Properties unit currently manages air fee agreements, building agreements, including airline terminals, cargo facilities, aircraft & vehicle maintenance facilities, fixed based operations, in-flight kitchen facilities, aircraft parking spaces, and other revenue-generating properties across approximately 5,000 acres.
Responsibilities
- Assigns agreements to unit property representatives, ensuring balanced tenant portfolios; reviews staff-prepared agreements and documents, providing constructive feedback to ensure accuracy and completeness; guides and supports staff in advancing agreements through the authorization process to final execution; identifies and addresses obstacles in agreement completion, implementing solutions to maintain workflow efficiency; and maintains clear records, and tracks agreements and project processes to support operational goals;
- Manages directly and through the guidance of other staff in the administration of business agreements, including leases, space permits, airline flight fee agreements, and associated permits, and ensures compliance with such agreements including monitoring and responding to audits and accounts receivable;
- Oversees the internal authorization process and manages the timely execution of expiring and new documents;
- Reviews and approves SAP transactions related to agreements and permits;
- Monitors property revenue performance and guides the implementation of corrective actions as needed;
- Manages and coordinates work assignments for property representatives and administrative staff; establish clear goals, responsibilities and accountability;
- Serve as lead or co-lead negotiator for complex leases or projects with significant revenue or strategic impact.
Minimum Qualification s
- Bachelor’s Degree from an accredited institution and at least five (5) years of progressively responsible experience in real estate, property management or lease negotiations.
- In lieu of a degree, a minimum of eight (8) years of progressively responsible experience in real estate, lease negotiations, or commercial property management where you have demonstrated the ability to perform at a senior level in a complex organizational environment.
- Noted experience with Airport or Airline commercial lease terms, airport flight fee agreements, or associated permitting in an airport setting.
Desired Qualifications
- Executive-level experience in negotiating and managing complex leasing and revenue strategies aligned with broad business goals.
- Experience supervising or mentoring staff responsible for conducting facility-leasing activities.
- Demonstrated experience using project management techniques for real estate transactions, including the appropriate authorization processes.
- Strong analytical, problem solving and decision-making skills.
- Proven ability to navigate politically sensitive lease negotiations with professionalism and strategic awareness.
- Strong written and verbal communication skills, including presenting to senior leadership and engaging with internal and external stakeholders.
- Experience developing and fostering internal and external relationships, and the ability to react to the concerns and potential impact of internal and external political constituencies.

Minimum: $ 119 , 678 Midpoint: $ 155 , 582 Maximum: $ 191 , 490
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs .
