Infectious Disease Grant Specialist

The Grant Specialist V in the Infectious Disease Prevention (IDP) Division Office will work closely with agency program areas to develop and coordinate grants and provide oversight on grant actions to ensure compliance with policies and procedures. Work involves preparing, maintaining, and reporting of grants; reviewing grant applications to determine compliance; implementing corrective actions when required; monitoring grant awards and projects; and serves as a liaison between DSHS and funding sources. This position will be regularly working with all levels of staff across the agency and external funding sources. Strong project management and interpersonal skills to start, build, and sustain relationships are essential for success in this position. These skills include communicating clearly and efficiently, adapting to change, guiding and leading others, conflict resolution, creating and delivering presentations and reports to staff, organizational skills, time management, and the ability to exercise independent judgement without close supervision. Per the 88th Texas Legislature, all DSHS employees will receive an automatic 5% increase to their annual salary effective September 1, 2024. Essential Job Functions: (30%) Grant Coordination Oversees the creation of grant proposals to secure funds for the agency. Coordinates internal workgroups to develop program objectives, work plans, budgets, and required documentation for grant submission. Provides consultation and assistance to program areas in completing budget assignments. Reviews grant proposals to ensure compliance. (25%) Budget Management Oversees the development and review of grant budgets and documentation of grant applications and award amounts. Monitors grant budgets and expenditures including personnel costs and position vacancies. Works with program areas to develop, review, and submit budgets and adjustments. Develops and presents monthly reports for leadership. (25%) Project Management Monitors and tracks the progress and completion of grant-funded projects and activities. Oversees the development and implementation of effective techniques for monitoring and evaluating grants and cooperative agreements; and the preparation, completion, and submission of reports on grant projects and finances. (15%) Division Office Liaison Serves as a liaison between the IDP Division Office and DSHS program areas with grant-funded projects. Participates in workgroups as a subject matter expert on grants monitored by the division. Coordinates and conducts routine grant meetings, including preparing agendas, taking minutes, and following up on action items. (5%) Other Duties as Assigned Includes, but not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities: Knowledge of: - Business administration principles and practices, including financial management and accounting.

- Laws and regulations pertaining to grants and contract administration.
- Program management and budget processes.
Skill in: - Researching, interpreting, and analyzing data and policies.
- Reviewing information and translating it into clear concise reports and/or documents.
- Preparing, developing, evaluating, and monitoring grants and budgets.
- The use of computer applications including MS Word, Excel, and project management software.
Ability to: - Develop, evaluate, and interpret guidelines, policies, procedures, and regulations.
- Evaluate contracts and fiscal data.
- Manage projects with multiple deadlines and prioritize time.
- Coordinate workgroups and meetings and gather, analyze, and correlate input from multiple programs.
- Train, lead, assign, and prioritize the work of others.
Registration or Licensure Requirements: - Certified Texas Contract Manager preferred
Initial Selection Criteria: 1. Bachelor's degree with major coursework in public administration, or a related field. Relevant work experience may be substituted for the education requirement on a year-to-year basis. 2. Experience in grant administration (management, development, coordination, and monitoring). 3. Experience working with large federal budgets. 4. Experience in project management. Additional Information: - Must be legally authorized to work in the U.S. without sponsorship.
- The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
