Legislative and Budget Director
A New York City Council Member, representing District 49, is seeking a Legislative and Budget Director to serve as the primary point of contact between the Council Member office and designated community boards, community groups and constituents within the district. The in-office location for the Legislative and Budget Director will be in District 11 and requiring occasional reporting to 250 Broadway, near City Hall, as a worksite.
SALARY RANGE:
$65,000 to $75,000
KEY RESPONSIBILITIES:
- Be the primary point of contact for the Legislative Division, other Members’ legislative staff, and legislation-related stakeholders.
- Research and form recommendations on legislative, budgetary, and policy issues.
- Be responsive to the issues faced by constituents and the city at-large.
- Regularly track submitted legislation, first in time designations, scheduled hearings, agendas for hearings and stated meetings and maintain internal tracking system.
- Submit all legislative requests to the Legislative Division.
- Draft briefings for hearings, committee meetings, and stated meetings.
- Attend hearings, committee meetings and stated meetings with the Council Member and take notes.
- Draft correspondence, briefings, talking points, presentations, and other materials.
- Handle constituent inquiries on legislative related topics.
- Be the primary point of contact for the Finance Division, and discretionary and capital applicants, as well as applicable committees, delegations, and caucuses
- Meet with applicants to go over planned projects and programming and take and distribute notes to staff.
- Guide applicants through the application process.
- Regularly track applications through discretionary and capital databases (Blackbaud and CapGrants).
- Create internal tracking systems for requests and organize meeting notes.
- Track deadlines associated with the budget process and alert Council Member and Chief of Staff of upcoming deadlines and/or changes.
- Advise Council Member and Chief of Staff on how to allocate funding ahead of submission deadlines.
- Enter and submit allocations into discretionary and capital databases.
- Ensure our funding recipients are effectively using their allocations.
- Ensure our office is getting the resources we funded to the community, check in with schools, Business Improvement Districts, etc. to get their feedback on programming/services we funded.
- Track progress of capital projects in the district.
- Work with District Office Director and Chief of Staff to identify district projects for future funding.
- Contribute to newsletter and other public-facing communications regarding the budget.
- Engage in constituent services in partnership with District Office Director and Constituent Advocates.
- Assist in planning events and staff the Council Member at events, including occasional weekends.
- Other duties as assigned.
QUALIFICATIONS:
- Thorough knowledge of New York City Council’s legislative process, procedures and budget process.
- Ability to work cooperatively and courteously with others.
- Willingness to build relationships within the district.
- Strong leadership & management skills.
- Strong oral and written communication skills.
- Demonstrated project management and problem-solving experience.
- Strong organizational skills including the ability to prioritize, meet deadlines and maintain consistent attention to details.
- Ability to adapt and stay calm in a fast-paced, high-pressure political and media environment.
- An interest in pushing boundaries and a demonstrated ability to develop creative solutions to New York City’s biggest problems.
- Demonstrated commitment to diversity within the workplace, using a personal approach that values all people and respects all differences.
- Master’s in Public Policy or Public Administration or equivalent is strongly preferred.
- Availability and flexibility to work evenings, as necessary, and occasional weekend shifts.

New York City residency required within 90 days of appointment.
