HR Global Head of Data Privacy and Records Management
We are seeking an experienced visionary leader for the position of the HR Global Head of Data Privacy and Records Management , to lead our privacy initiatives, reporting to the HR Chief Data Officer. This pivotal role will focus on ensuring that the Human Resources business is compliant with all data protection laws, regulations, policies, standards and processes, and that employee's and candidate's data remains protected.
You will be responsible for defining the overall HR data privacy operating model, partnering with Compliance, Legal, the Citi Chief Data Office, and other senior stakeholders, to ensure cross-functional alignment. In addition, you will drive the implementation of Privacy as a Service - an initiative to transform the HR privacy function into an accelerator for new HR global initiatives, while ensuring compliance with all relevant regulations.
Key Responsibilities:
Privacy subject-matter expert whose responsibilities will include, but are not limited to:
Develop and oversee the execution of a comprehensive global data privacy strategy and operating model, aligning it with the bank's overall risk management framework and ensuring it comprehensively addresses all aspects of data privacy compliance for HR
Work closely with stakeholders in legal, IT, HR, compliance and chief data office, to transform the HR privacy function into an accelerator for new HR global initiatives (privacy as a service)
Maintain, assess the bank's policies, and update HR Data Privacy related procedures. Ensure these documents reflect current internal and external data privacy obligations outlined in the bank's policy
Provide regular reports to senior management on the status and effectiveness of data privacy initiatives
Act as the Data Privacy primary point of contact, representing HR at all privacy-related forums across Citi
Monitor the development and execution of privacy Corrective Actions Plans to resolve identified control deficiencies and to achieve process improvement opportunities
Support initiative owners in conducting Privacy Impact Assessments (PIAs), reviewing new or modified initiatives, identifying privacy impacts, and recommending controls to mitigate any potential privacy risks
Review Security Incident Response Team incidents impacting Personally Identifiable Information (PII) and participating in the mitigation and resolution plans including supporting the notification to data subjects
Advise on and responding to Individual Rights requests (e.g. Data Subject Access Requests) including those that are extra-territorial in nature and escalating any issue or queries to the associated Data Protection Officer
Support HR in its ongoing compliance with Citi Privacy and promoting privacy awareness and training within HR
Oversee the management of employee records to ensure compliant records retention
Knowledge / Experience:
Subject matter expertise of 15+ years in global Data Protection rules, and experience in developing practical solutions for privacy issues.
Experience leading multiple regulatory change management initiatives concurrently throughout the program lifecycle is required, as is a background in operating model design and business process re-engineering.
Significantly demonstrated delivery of large-scale program within a complex financial services organization; with experience implementing data privacy program.
Qualifications:
Demonstrated experience in a senior data privacy officer, preferably in a global financial service firm managing HR data
Strong understanding of global data protection laws and regulations (for example: GDPR and CPRA)
Experience in records management, privacy impact assessments, ROPA, cross border data clearance
Established leadership, strategic vision definition, execution and influential skills
