Compliance specialist
The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Code Compliance 2 duties in Division of Building Standards & Codes will include but are not limited to the following: • Supervision of subordinate staff within the unit.• Overseeing the review and auditing of local government (Part 1203) and state agency (Part 1203) annual code enforcement reports.• Supervise regional support across the state as needed. Regional support will include outreach to local governments in the form of training and technical assistance. Provide support and direct DBSC staff in the form of training, plan reviews, inspections, and responses to questions concerning the proper application of the codes. Ensure the support provided is technically accurate and provided in an effective manner.• Review, analyze, prepare written reports and work with counsel to recommend new or revised revisions of law, inspection procedures, policies, and procedures for local government programs in the administration and enforcement of The Uniform Fire Prevention and Building Code (the "Uniform Code") as well as the State Energy Code.• Document findings, assist in finalizing reports to be submitted to program counsel for review.• Provide and develop training for local government at conferences and training events.• Testify at hearings.

Minimum Qualifications PREFERRED QUALIFICATIONS: • At least 7 years' experience working directly for a local government enforcing the Uniform Fire Prevention and Building Code and State Energy Code. • At least 5 years' experience working directly with elected officials and municipal attorneys in the capacity of the municipal code enforcement official.• At least 3 years' experience working directly with local government boards and demonstrate a clear understanding of the interaction and role between the CEO, elected officials, municipal attorneys, and local boards.COMPETITIVE MINIMUM QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.A list of titles approved for transfer is available through Civil Service GOT-IT at NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: The minimum qualifications for Non-Competitive appointment are: Either 1. A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree* in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR An associate degree** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.*Minimum Qualification Substitutions: * An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Code Compliance Specialist 1. Candidates must not have failed to pass or failed to participate the last holding of the promotion examination for the title listed above.Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
