Payroll Management Supervisor
General Description
This is a senior level personnel position with responsibility for maintaining, modifying, and enhancing the operation of the automated payroll/accounting systems in the Budget, Payroll and Purchasing Section of the Rochester Fire Department. The Supervisor oversees the accurate preparation of payroll documents. Frequent exercise of independent judgment and a high degree of decision-making are required of employees in this class. Maintaining confidentiality of private information is critical to this position. Supervision is received from higher ranking personnel. Direct supervision is exercised over a staff of employees to include the Medical Case Management function in the Rochester Fire Department. Related work is performed as required. This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment andwill be required to participate in the next Civil Service Examination for this title. A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. Typical Work Activities
Determines validity of compensation, prepares reports and supervises the processing of necessary forms and paperwork; Reviews State Disability Retirement paperwork for possible duty-related injury retirements; Supervises payroll updates and the review of military orders and physician statements for leaves of absence, half pay sick leave, etc.; Updates databases, and prepares reports, spreadsheets, correspondence, and complex documentation related to personnel payroll actions; Develop/enhance financial policies, regulations and procedures; Oversees the different steps of the payroll process to ensure accuracy and completion in a timely manner; Trains, supervises, and assigns work to staff assigned to the unit.
Minimum Qualifications
High School Diploma or Equivalent AND :
- Bachelor's degree in Business Administration, Public Administration, Accounting or a related field AND three (3) years experience in payroll administration of a mid-scale (500 or more employees) automated in-house computerized payroll system that included union members (experience with RedNMX and/or Workforce Telestaff is a plus);
- Associate's degree and four (4) years experience as defined in A;
- Five (5) years of experience as described in A.
